การนำนโยบายไปปฏิบัติของผู้ตรวจราชการกรุงเทพมหานคร

Abstract

การวิจัยเรื่องการนำนโยบายไปปฏิบัติของผู้ตรวจราชการกรุงเทพมหานคร มีวัตถุประสงค์ (1) เพื่อศึกษานโยบายที่กรุงเทพมหานครให้ผู้ตรวจราชการกรุงเทพมหานครนำไปปฏิบัติ (2) เพื่อศึกษา กระบวนการตรวจราชการของผู้ตรวจราชการกรุงเทพมหานคร (3) เพื่อศึกษาโครงสร้างและหน้าที่ของ ผู้ตรวจราชการกรุงเทพมหานคร

ผลการวิจัยพบว่า (1) นโยบายที่กรุงเทพมหานครให้ผู้ตรวจราชการกรุงเทพมหานครนำไปปฏิบัติ มีหลายเรื่อง ได้แก่ การตรวจราชการที่เกี่ยวกับนโยบายของผู้ว่าราชการกรุงเทพมหานครด้านเศรษฐกิจ ด้านความปลอดภัย ด้านสิ่งแวดล้อม ด้านการศึกษา ด้านสุขภาพ ด้านการจราจร การตรวจราชการ ที่เกี่ยวกับการปฏิบัติหน้าที่ราชการของหน่วยงานและตามแผนบริหารราชการกรุงเทพมหานคร การตรวจ พื้นที่ การตรวจและติดตามการกวดขันป้ายผิดกฎหมายในที่สาธารณะ การตรวจและติดตามผลการปฏิบัติ งานตามมาตรการทิ้ง จับ ปรับ และการติดตามผลความคืบหน้าการติดตั้งไฟฟ้าสาธารณะ (2) กระบวนการ ตรวจราชการของผู้ตรวจราชการกรุงเทพมหานคร มีการเตรียมการสำหรับการตรวจราชการด้านการจัด ระบบข้อมูลพื้นฐาน เพื่อเป็นเครื่องมือให้แก่ผู้ตรวจราชการกรุงเทพมหานครในการดำเนินการตรวจ ราชการเข้าไปยังหน่วยงานระดับสำนัก และหน่วยงานระดับสำนักงานเขตอย่างทั่วถึง และการรายงาน ผลการตรวจราชการต่อปลัดกรุงเทพมหานครและผู้ว่าราชการกรุงเทพมหานคร (3) โครงสร้างและหน้าที่ ของผู้ตรวจราชการกรุงเทพมหานคร มีโครงสร้างของผู้ตรวจราชการกรุงเทพมหานครแบ่งเป็นตำแหน่ง ผู้ตรวจราชการระดับ 10 จำนวน 10 ตำแหน่ง ตำแหน่งผู้ตรวจราชการระดับ 9 จำนวน 6 ตำแหน่ง มีหน้าที่ตรวจราชการหน่วยงานระดับสำนัก และตำแหน่งผู้ตรวจราชการระดับ 8 จำนวน 28 ตำแหน่ง มีหน้าที่ตรวจราชการหน่วยงานระดับสำนักงานเขต อย่างไร ก็ตาม พบว่าผู้ให้ข้อมูลสำคัญเห็นว่า ควรมี นโยบายให้ผู้ตรวจราชการกรุงเทพมหานคร ตรวจราชการเฉพาะเรื่องที่เป็นนโยบายสำคัญของกรุงเทพมหานคร โดยเน้นเฉพาะเจาะจงมุ่งผลสัมฤทธิ์ของงานแบบบูรณาการเป็นสำคัญ

Policy Implementation of the Bangkok Metropolitan Administration Inspector

The objective of the research entitled the “Policy Implementation of the BMA Inspector - General” Aims to (1) study the policy assigned to the BMA inspector – general for implementation (2) to study the inspection process of the BMA inspector – general and (3) to study the structure and duty of the BMA inspector – general.

From the analysis, it was found that (1) the policy assigned by the BMA to the BMA inspector – General for implementation consists of several matter, namely, the inspection relating to Governor of Bangkok’s policies on economy, safety, environment, education, health, traffic; the inspection of performing official functions of agencies and in accordance with the BMA Performance Plan, the area inspection, supervision, following – up and tightening illegal billboards placed in public places, the inspection and following- up of strengthening the measure of arrest and fine people who litter in public places; and the following– up of the progress of public electricity installation (2) the process inspection the BMA inspector – general was prepared by the basic data systemization as the tool for the BMA inspector – general in taking the thorough inspection at department and district agencies, and the report of the result of inspection to Permanent Secretary for BMA and Governor of Bangkok (3) the structure and duty of the BMA inspector– general was divided into the position of three levels, including ten senior inspector – General positions and six inspector– general positions taking charge of department agencies and 28 inspector position doing of district agencies.

However, it was found that the interviewees noticed the policy assigned the BMA inspector – General to be the supervision of specific matters, especially the BMA’s important policies, mainly Focusing on the integrated, achievement – oriented ones should be set up. For the inspection process, it should be emphasized on the access of participating advice, the quick report of the result by applying the modern computer technology. For the structure and duty, only the senior – general position should be appointed with enough assistant Inspectors according to the amount of responsibility, namely, the inspection at department and district agencies, which will lead to the efficient working integration.
