Abstract
A Model of Instructional Leadership Development for Increasing Teacher’s Empowerment in Primary Schools under the Local Administration Organization
The purposes of this quantitative and qualitative research were as follows (1) to study educational leadership, (2) to analyze the factors of teaching leadership, (3) to build a model of leadership development, (4) to evaluate the development model of leadership and (5) to make trials and study the results of the model of leadership for learning and teaching to enhance the empowerment of the teachers. Population of 25, 089 teachers were used. Samples included teachers under the Department of Local Administration (Central) of 400 persons were used for data analysis. Statistic analysis were used: frequency distribution, percentage, mean and standard deviation, t- test, Data gathering Instructional Leadership and Teacher’s Empowerment and Pearson’s Correlation Analysis. The results of this research showed of two factors: 1 study educational leadership for learning and teaching and empowering of teachers included the six subfactors and 2 increasing the power of the teachers have 11 sub-factors. When bringing the model to make a trial in a real situation which can develop teachers with the instructional leadership to increase teachers higher powers statistically significant at the .01 level.
