Abstract
PROBLEMS AND THE POLICY PROCESS OF IMPLEMENTATION PROMOTING THE QUALITY OF LIFE OF THE AGED IN THE BANGKOK METROPOLITAN
In this dissertation, the researcher examines (1) factors concerning the success, problems and obstacles in the process of implementing the policy of the Bangkok Metropolitan Administration (BMA) for promoting the quality of life for the elderly. The researcher also studies (2) methods to solve problems in the process of implementing the policy under study. Finally, the researcher investigates (3) the process of implementation of the BMA’s policy of promoting the quality of life for the elderly. Findings are as follows: 1.) In respect to the significance and problems involving the implementation of BMA’s policy of promoting the quality of life of the elderly, it was found that implementation proceeded in accordance with local government system, inasmuch as it is necessary to mobilize policy implementation by reference to rules, regulations and the law. However, amendments to the policy can be undertaken provided that these changes are supported by political processes at the national level, since changing policy at the national level affects local levels in respect to such matters as the living allowance rate for the elderly and other funding for the elderly. 2.) Effective implementation of the policy depends on the actions of the internal units of the BMA administration in addition to these internal units having the capacity to coordinate with external government units, as well as with the private sector and the members of the Club for the Elderly who are affected by the policy. and 3.) The chain of command is important in bureaucratic systems. If the rules, regulations and the law are followed strictly, it would present an obstacle to the implementation of the policy for the elderly. Therefore, practitioners need to exercise judgment in finding ways to solve problems in each case using rational and necessary principles of action. However, regulations and the law still must not be violated.
