ประสิทธิผลการจัดทำบริการสาธารณะของเทศบาลตำบล

Abstract

การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจครั้งนี้มีวัตถุประสงค์ เพื่อ (1) ศึกษาปัจจัยที่ส่งผลต่อ ประสิทธิผลการจัดทำบริการสาธารณะของเทศบาลตำบล (2) ศึกษาประสิทธิผลการจัดทำบริการสาธารณะ ของเทศบาลตำบล (3) ศึกษาปัญหาอุปสรรคในการจัดทำบริการสาธารณะตามแผนและขั้นตอนการ กระจายอำนาจสู่ท้องถิ่น กลุ่มตัวอย่างที่ใช้ในการวิจัยได้แก่ ผู้บริหารเทศบาลตำบล จำนวน 993 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม สถิติที่ใช้ในการวิจัยข้อมูล ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบน มาตราฐาน และการวิเคราะห์ถดถอยพหุคูณ

ผลการวิจัยสรุปได้ดังนี้ (1) ปัจจัยด้านลักษณะองค์การ ด้านลักษณะสภาพแวดล้อม ด้านลักษณะ พนักงาน ด้านนโยบายการบริหารและการปฏิบัติ ส่งผลต่อประสิทธิผลการจัดทำบริการสาธารณะของ เทศบาลตำบล (2) ประสิทธิผลการจัดทำบริการสาธารณะของเทศบาลตำบล อยู่ในระดับปานกลาง (3) ปัญหาอุปสรรคในการจัดทำบริการสาธารณะของเทศบาลตำบลที่ได้รับการถ่ายโอนภารกิจ สรุปมี 5 ด้าน ได้แก่ (3.1) นโยบายการกระจายอำนาจ (3.2) การจัดสรรงบประมาณ (3.3) การบริหารงานบุคคล (3.4) บทบาทผู้บริหารในองค์การ และ (3.5) การมีส่วนร่วมของประชาชน

The effectiveness in Public Service Management of Sub-district Municipality

This survey research aims at (1) factor affecting effectiveness in public service management of Sub-district Municipality (2) the effectiveness in public service management of Sub-district Municipality (3) problem and Obstacle in public service management by plan and process of decentralization to local government. The population in this research was 993 managements in sub-district municipality. The data were obtained from a questionnaire and analysed by using statistics, Means, SD and Multiple regression

The results of this research can be summarized as follows: Factor affecting effectiveness in public service management of sub-district municipality consists of Organizational characteristics, Environmental characteristics, Employee characteristics and Managerial Policies and Practices under study at statistically significant. In regard of the level of effectiveness in public service management of sub-district municipality it was found that in middle level. Problem and Obstacle have 5 subjects are (1) Decentralization Policy (2) Budget Distribution System (3) Human Resource Management (4) Management Role in Organization (5) People participate.
