แผนกลยุทธ์การดำเนินงานประกันคุณภาพภายในโรงเรียนสังกัดเทศบาล เขตภาคเหนือตอนล่างของไทย

Abstract

ดุษฎีนิพนธ์ฉบับนี้ มีวัตถุประสงค์เพื่อ (1) ศึกษาวิเคราะห์การดำเนินงานประกันคุณภาพภายใน โรงเรียน (2) จัดทำแผนกลยุทธ์การดำเนินงานประกันคุณภาพภายในโรงเรียน (3) ทดลองใช้แผนกลยุทธ์การ ดำเนินงานประกันคุณภาพภายในโรงเรียน สังกัดเทศบาล เขตภาคเหนือตอนล่างของไทย ผลการวิจัยสรุป ตามวัตถุประสงค์ของการวิจัย ได้ดังนี้ 1.) การดำเนินงานประกันคุณภาพภายในโรงเรียน สังกัดเทศบาลเขต ภาคเหนือตอนล่างของไทย โดยรวมมีสภาพการดำเนินงาน อยู่ในระดับมาก ด้านข้อมูลเกี่ยวกับปัจจัยเกื้อ หนุน โอกาสและอุปสรรค โดยรวมอยู่ในระดับปานกลาง ด้านสภาพแวดล้อมภายใน อยู่ในระดับมาก และ สภาพแวดล้อมภายนอก อยู่ในระดับปานกลาง ตามลำดับ 2.) การจัดทำแผนกลยุทธ์การดำเนินงานประกัน คุณภาพภายในโรงเรียน สังกัดเทศบาลเขตภาคเหนือตอนล่างของไทย พบว่า การตรวจสอบระดับคุณภาพ ของแผนกลยุทธ์ โดยรวมอยู่ในระดับดีถึงดีที่สุด ซึ่งแผนกลยุทธ์ ประกอบด้วย วิสัยทัศน์ พันธกิจ เป้าหมาย กลยุทธ์ 3 ด้าน คือ การควบคุมคุณภาพ การตรวจสอบคุณภาพและการประเมินคุณภาพแต่ละด้านประกอบ ด้วย วิธีดำเนินการตามกลยุทธ์ ได้แก่ ด้านการควบคุมคุณภาพ โดยการจัดทำข้อมูลพื้นฐาน เพื่อใช้ในการ วางแผน กำหนดบทบาทและหน้าที่ของบุคลากรในโรงเรียนให้ชัดเจน กำหนดแนวทางการดำเนินงานการ ประกันคุณภาพภายในโรงเรียน ส่งเสริมและสนับสนุนให้ชุมชน ได้มีส่วนร่วมในการควบคุมคุณภาพตาม มาตรฐานการศึกษา ด้านการตรวจสอบคุณภาพ โดยการจัดทำข้อมูล การจัดทำเครื่องมือและการดำเนิน งานตรวจสอบคุณภาพการดำเนินงานประกันคุณภาพภายในโรงเรียน และด้านการประเมินคุณภาพ ด้วย การจัดตั้งคณะกรรมการ การจัดทำเครื่องมือและการจัดทำรายงานผลการประเมินคุณภาพภายในโรงเรียน 3.) การทดลองใช้แผนกลยุทธ์การดำเนินงานประกันคุณภาพภายในโรงเรียน สังกัดเทศบาลเขตภาคเหนือ ตอนล่างของไทย ในโรงเรียนเทศบาล พบว่า โรงเรียนทั้ง 2 โรงเรียนได้รับการรับรองมาตรฐานการศึกษาทุก มาตรฐาน และเมื่อเปรียบเทียบ 2 ปีการศึกษา ปีการศึกษา 2552 มีผลการประเมินสูงกว่าปีการศึกษา 2551A Strategic Plan for Internal Quality Assurance Management of Municipal School in the Lower Northern Part of Thailand

This research aimed to do analytical study, conduct, and try out a strategic plan for the internal quality assurance of municipal schools in the lower northern part of Thailand The findings were as followed 1.)The practice of internal quality assurance in those schools and the internal environment were at the high quality level, while the data on support, opportunity and obstacle aspects including external environment were at the moderate level. 2.) In The process of conducting the strategic plan, it showed that the overall process was at the high toward highest level. The strategic plan consisted of vision, obligation, and goal of the following aspects: quality control , quality investigation, and quality assessment. For the quality control, the data-base for planning must be provided, then indicated the responsible roles and guideline for school personnel to follow, and significantly supported the community participation. To investigate the quality the data-base, instrument and guideline, and assessment must be performed by appointed committee. 3.) For trying out the strategic plan of internal quality assurance with the two municipal schools in the lower northern part of Thailand, those schools were certified with the warrant in all quality aspects; and the comparison showed that the quality assessment of the year 2009 was higher that of the year 2008.
