The Implementation of the Policy on Promoting English Learning and Teaching in Yupparaj Wittayalai School and Montfort College in Mueang District, Chiang Mai

Abstract
The purposes of this research were (1) to investigate the background and policy on promoting English learning and teaching in Thailand, (2) study and compare the process of the implementation of the policy on promoting English learning and teaching in Yupparaj Wittayalai School and Montfort College, (3) study and compare the factors affecting the implementation of the policy on promoting English learning and teaching in Yupparaj Wittayalai School and Montfort College, and (4) propose ways to apply good factors affecting the implementation of the policy on promoting English learning and teaching in public and private schools using qualitative research methodology to collect data from documents, semi-structured interview, and non-participant observation. The findings of the study are as follows. (1) The process of schooling in Yupparaj Wittayalai School and Montfort College is partly based on the policy guidelines set by the Ministry of Education, such as approval from the Ministry, number of students, and teacher qualifications, but in terms of budgeting and resource management, it is the decision of each school, and (2) The structure of English Program management of both schools is not separated from school’s management structure. The supervisors and teachers have the power in teaching administration and lesson planning, and the communication is both top-down and bottom-up, (3) The budget of Yupparaj Wittayalai School is subsidized by the government while all budget of Montfort College is from tuition fees, (4) Regarding personnel, both schools set the qualifications of Thai and foreign teachers mainly based on the criteria. However, they are experiencing the problems of shifting and staff knowledge, and (5) Regarding materials, equipment, and location, both schools have EP buildings, but there are issues with the quality of teaching and learning materials.
