บทคัดย่อ
เป็นระยะเวลาครบรอบ 10 ปีหลังจาก ค.ศ. 2009 รัฐบาลญี่ปุ่นริเริ่มกรอบความร่วมมือลุ่มน้ำโขงกับญี่ปุ่น (Mekong-Japan Cooperation) อย่างเป็นทางการ โครงการความร่วมมือระหว่างญี่ปุ่นกับอนุภูมิภาคลุ่มแม่น้ำโขงในมิติต่างๆ ได้พัฒนามาอย่างต่อเนื่อง โดยเฉพาะในมิติเศรษฐกิจ เป้าหมายของการพัฒนาอนุภูมิภาคให้เจริญรุ่งเรืองได้รับการสนับสนุนจากโครงการต่างๆ จากรัฐบาลของประเทศญี่ปุ่นและในอนุภูมิภาคเอง จวบจนกระทั่งปัจจุบัน กรอบความร่วมมือนี้ก็ยังมีการพัฒนาผ่านการประชุมอย่างต่อเนื่องมาโดยตลอด
บทความนี้มีเป้าหมายในการทบทวนความสัมพันธ์ระหว่างลุ่มน้ำโขงกับญี่ปุ่นหลังการสถาปนากรอบความร่วมมือเมื่อ ค.ศ. 2009 คำถามหลักของบทความนี้คือ หลังจากการริเริ่มกรอบความร่วมมือลุ่มน้ำโขง-ญี่ปุ่น ความร่วมมือระหว่างสองภูมิภาคได้มีพัฒนาการมาอย่างไร และมีจะมีการพัฒนาไปในทิศทางใด ข้อเสนอของบทความนี้
มีสองประการคือ ประการที่หนึ่ง ที่ผ่านมา ญี่ปุ่นพยายามพัฒนาลุ่มน้ำโขงให้มีความเจริญเติบโตทางเศรษฐกิจ ลดความเหลื่อมล้ำของระดับการพัฒนาทางเศรษฐกิจผ่านวิธีการคิดเรื่องการพัฒนาระบบสาธารณูปโภคในฐานะที่เป็นเครื่องมือ และประการที่สองคือทิศทางในอนาคตนั้น รัฐบาลญี่ปุ่นจะมุ่งเชื่อมโยงอนุภูมิภาคนี้ให้เชื่อมต่อกับเอเชียใต้และแอฟริกา หรือที่บทความนี้เสนอว่าญี่ปุ่นหันมาให้ความสำคัญกับการเชื่อมโยงภูมิภาค โดยมีวัตถุประสงค์สองประการ คือ เป้าหมายทางเศรษฐกิจที่ต้องการให้เกิดการเชื่อมโยงของตลาดและทุน รวมไปถึงความร่วมมือทางเศรษฐกิจ และเป้าหมายทางการเมืองที่ต้องการเป็นผู้นำของภูมิภาคในการนำความร่วมมือเพื่อคานอำนาจกับจีนที่กำลัง
มีบทบาทอย่างมากในเอเชียตะวันออกเฉียงใต้และเอเชียใต้
