ความเสี่ยงภัยพิบัติและกระบวนการดำเนินงานเพื่อพัฒนาความสามารถในการฟื้นกลับของชุมชนในพื้นที่ลุ่มน้ำคลองอู่ตะเภา

บทคัดย่อ
ชุมชนในพื้นที่ลุ่มน้ำคลองอู่ตะเภามักได้รับผลกระทบจากภาวะน้ำท่วมบ่อยครั้ง งานวิจัยนี้จึงเกิดขึ้นโดยมีวัตถุประสงค์เพื่อ 1) ศึกษาความเสี่ยงภัยพิบัติของชุมชนและผลกระทบที่ครัวเรือนได้รับจากภัยพิบัติที่ผ่านมา 2) ศึกษาการเตรียมความพร้อมของครัวเรือนและระดับทุนชุมชน 3 ด้าน และ 3) ออกแบบกระบวนการดำเนินงานเพื่อพัฒนาความสามารถในการฟื้นกลับจากภัยพิบัติของชุมชน ใช้ระเบียบวิธีวิจัยเชิงปริมาณและการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม การวิจัยเชิงปริมาณเก็บข้อมูลโดยใช้แบบสอบถามจากกลุ่มตัวอย่าง 300 คน วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา สำหรับการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมนั้นเป็นการทำงานร่วมกันระหว่างตัวแทนชุมชนและหน่วยงานที่เกี่ยวข้องรวม 24 คน เพื่อกำหนดกลยุทธ์และกระบวนการในการพัฒนาความสามารถในการฟื้นกลับจากภัยพิบัติของชุมชนนำร่อง ผลการวิจัยพบว่า ชุมชนจากทั้ง 3 พื้นที่ของลุ่มน้ำย่อยคลองอู่ตะเภาต่างก็มีความล่อแหลมและความเปราะบางต่ออุทกภัย ครัวเรือนได้มีการเตรียมความพร้อมรับมือในด้านต่างๆ อยู่บ้างแต่ยังทำได้ไม่เต็มที่ทำให้มีศักยภาพในการดูแลตนเองเบื้องต้นได้ในระดับหนึ่งเท่านั้น และทุนชุมชนที่จำเป็นสำหรับการรับมือและฟื้นฟูจากอุทกภัยก็มีอยู่บ้างแต่ไม่มากเช่นกัน ชุมชนนำร่องและผู้มีส่วนเกี่ยวข้องจึงได้ร่วมกันทำงานในลักษณะพันธมิตรเพื่อออกแบบกระบวนการดำเนินงานและกลยุทธ์ในการเสริมสร้างความสามารถในการฟื้นกลับจากภัยพิบัติของชุมชนดังกล่าวให้ดียิ่งขึ้น
