บทคัดย่อ
บทความนี้ประยุกต์ใช้แนวคิดการเมืองเรื่องความทรงจำในการศึกษาความสัมพันธ์ระหว่างความทรงจำต่อพื้นที่ชายแดนสามเส้าไทย-ลาว-กัมพูชากับนโยบายของรัฐไทย ในยุคสงครามเย็นช่องบกเป็นพื้นที่แห่งความขัดแย้งเชิงอุดมการณ์ การสู้รบทางทหารอย่างดุเดือดระหว่างรัฐไทย กลุ่มเขมรแดง กลุ่มลาวที่ต่อต้านรัฐบาล สปป.ลาว และกองทัพกัมพูชาที่ได้รับการสนับสนุนจากกองทัพเวียดนามปรากฏให้เห็นในพื้นที่ดังกล่าว หลังสงครามเย็นคำขวัญเปลี่ยนสนามรบเป็นสนามการค้าสร้างความหมายของพื้นที่ด้วยการส่งเสริมการเติบโตทางเศรษฐกิจในนามสามเหลี่ยมมรกตขึ้นมา งานวิจัยชิ้นนี้มีลักษณะเชิงคุณภาพและได้ข้อมูลจากการทบทวนวรรณกรรมจากตำราวิชาการ บทความ เอกสารเชิงนโยบายและการสัมภาษณ์ในยุคปัจจุบันช่องบกแทบจะไม่มีความสำคัญในการเติบโตทางเศรษฐกิจ ด้วยปัจจัยทางด้านการพัฒนาระบบสาธารณูปโภคและคมนาคมเข้าสู่พื้นที่ยังมีจำกัดแม้หน่วยงานภาครัฐจะยืนยันว่าการส่งเสริมการเติบโตทางเศรษฐกิจในชายแดนในพื้นที่ยังคงมีอยู่ ในขณะที่ภาคเอกชนเสนอว่าการพัฒนาเศรษฐกิจสามเหลี่ยมมรกตไม่จำเป็นต้องผูกติดกับพื้นที่ชายแดนเป็นสำคัญหากแต่สามารถขยายการพัฒนาออกไปยังจังหวัดใกล้เคียงได้ด้วย บทความวิจัยฉบับนี้เสนอว่าเพื่อพัฒนาเศรษฐกิจชายแดนรัฐไทยควรริเริ่มในการพัฒนาสาธารณูปโภคและเส้นทางคมนาคมเข้าสู่พื้นที่ดังกล่าวและในการเปลี่ยนผ่านความทรงจำควรเคารพเสียงจากตัวแสดงที่แตกต่างหลากหลายมากขึ้น เพื่อให้สามเหลี่ยมมรกตเป็นพื้นที่แห่งความทรงจำในการเมืองระหว่างประเทศทั้งในการกำหนดนโยบายและในวงวิชาการต่อไปในอนาคต
