ปริทัศน์การศึกษาความสัมพันธ์ระหว่างรัฐต่อรัฐในการโยกย้ายถิ่นฐานระหว่างประเทศ

บทคัดย่อ
การโยกย้ายถิ่นฐานระหว่างประเทศเป็นปรากฏการณ์สำคัญในทางระหว่างประเทศแต่การศึกษาในประเด็นดังกล่าวในทางรัฐศาสตร์และความสัมพันธ์ระหว่างประเทศเกิดขึ้นในภายหลัง บทความปริทัศน์ชิ้นนี้จึงต้องการสำรวจงานวิชาการที่นำเสนอการศึกษาปรากฏการณ์การโยกย้ายถิ่นฐานระหว่างประเทศโดยเน้นไปที่ความสัมพันธ์รัฐต่อรัฐเป็นกรอบการศึกษาพื้นฐานเพื่อเชื่อมโยงปรากฏการณ์ดังกล่าวเข้ากับสาขาวิชาความสัมพันธ์ระหว่างประเทศ ผ่านการให้ความสนใจต่อปฏิสัมพันธ์ระหว่างรัฐผู้รับและรัฐผู้ส่ง การมองนโยบายผู้ลี้ภัยและนโยบายแรงงานระหว่างประเทศเป็นเครื่องมือเพื่อบรรลุเป้าหมายของนโยบายการต่างประเทศ ซึ่งนำมาสู่การนำเสนอแนวคิดเรื่อง Migration Diplomacy หรือการทูตของการโยกย้ายถิ่นฐาน และสุดท้ายคือการศึกษาความสัมพันธ์เชิงอำนาจระหว่างรัฐผู้รับและรัฐผู้ส่ง แม้กรอบการศึกษาโดยเน้นความสัมพันธ์ระหว่างรัฐต่อรัฐถูกท้าทายด้วยตัวปรากฏการณ์การย้ายถิ่นฐานระหว่างประเทศเองที่มีสภาวะข้ามชาติ และการที่รัฐไม่อาจควบคุมการเคลื่อนย้ายของประชากรได้อย่างมีประสิทธิภาพ แต่กรอบการศึกษานี้มิได้ปฏิเสธข้อโต้แย้งดังกล่าว เพียงแต่เน้นการศึกษาพฤติกรรมของรัฐเพื่อประโยชน์ในการเติมเต็มความเข้าใจต่อปรากฏการณ์มากยิ่งขึ้น อีกทั้งเพื่อสร้างความเข้าใจต่อความสัมพันธ์ระหว่างรัฐและการทูตในมุมมองที่เชื่อมโยงกับประเด็นข้ามชาติที่ไม่ใช่ประเด็นดั้งเดิมในการศึกษาความสัมพันธ์ระหว่างประเทศ
