บทคัดย่อ
อภิบาลสิ่งแวดล้อมถือได้ว่าเป็นรูปแบบการบริหารจัดการทรัพยากรและสิ่งแวดล้อมที่มีความยั่งยืนมากกว่าการบริหารจัดการที่รัฐเป็นศูนย์กลาง อย่างไรก็ตาม ความยั่งยืนของอภิบาลสิ่งแวดล้อมขึ้นอยู่กับการปฏิบัติตามบรรทัดฐานที่สำคัญคือความโปร่งใส และความรับผิดชอบ แม้ว่าความโปร่งใสและความรับผิดชอบจะเป็นบรรทัดฐานที่ได้รับการยอมรับในระดับระหว่างประเทศ แต่การปฏิบัติตามบรรทัดฐานความโปร่งใสและความรับผิดชอบในระดับรัฐกลับอ่อนแอ บทความนี้มีวัตถุประสงค์เพื่อเสนอกรอบแนวคิดปัจจัยความเข้มแข็งของบรรทัดฐานระหว่างประเทศ ทฤษฎีความเข้มแข็งของบรรทัดฐานระหว่างประเทศได้ถูกศึกษาและนำมาวิเคราะห์ร่วมกับแนวคิดการนำบรรทัดฐานระหว่างประเทศมาปฏิบัติภายในรัฐเพื่อพัฒนาเป็นกรอบแนวคิดปัจจัยเพื่อสร้างความเข้มแข็งของบรรทัดฐานระหว่างประเทศ ซึ่งประกอบไปด้วย 4 ปัจจัยคือ 1) ปัจจัยในเรื่องความสอดคล้องในเชิงบรรทัดฐาน 2) ปัจจัยการทำให้บรรทัดฐานระหว่างประเทศเป็นสถาบัน 3) ปัจจัยความสอดคล้องในเชิงผลประโยชน์ และ 4) ปัจจัยกลไกการตรวจสอบและการปฏิบัติตาม กรอบแนวคิดที่ถูกพัฒนาขึ้นมาไม่เพียงแต่ยกระดับองค์ความรู้ทางด้านบรรทัดฐานระหว่างประเทศที่ยังมีการศึกษาที่จำกัดในเรื่องปัจจัยเพื่อสร้างความเข้มแข็งของบรรทัดฐานระหว่างประเทศ แต่ยังใช้เป็นแนวทางในการเคลื่อนไหวเพื่อสร้างความเข้มแข็งในการปฏิบัติตามบรรทัดฐานระหว่างประเทศทั้งในบริบททั่วไป และในบริบทการลงทุนของไทยในโครงการพัฒนาเขื่อนไฟฟ้าพลังงานน้ำใน สปป.ลาว
