การนำนโยบายการประกันดูแลผู้สูงอายุระยะยาวไปปฏิบัติ ขององค์กรปกครองส่วนท้องถิ่นในญี่ปุ่น

บทคัดย่อ
บทความฉบับนี้มีวัตถุประสงค์เพื่อ (1) ศึกษานโยบายการดูแลผู้สูงอายุของ รัฐบาลญี่ปุ่น (2) บทบาทขององค์กรปกครองส่วนท้องถิ่นในนโยบายดังกล่าว และ (3) เพื่อหาบทเรียนที่เหมาะสมสำหรับจัดทำข้อเสนอแนะเชิงนโยบายการดูแลผู้สูอายุของ สังคมไทย ผลการศึกษาพบว่าปัจจุบันญี่ปุ่นใช้ระบบการประกันการดูแลระยะยาว โดย รัฐบาลกลางมีบทบาทในการกำหนดกรอบนโยบายและกฎหมายต่างๆ สำหรับให้องค์กร ปกครองส่วนท้องถิ่นนำไปปฏิบัติ โดยเทศบาลทำหน้าที่เป็นผู้รับประกันและ ผู้นำนโยบายไปปฏิบัติ สำหรับประเทศไทยซึ่งกำลังเข้าสู่สังคมผู้สูงอายุควรเตรียม นโยบายเพื่อตอบรับสถานการณ์ดังกล่าว โดยศึกษาจากนโยบายของญี่ปุ่น
