พลวัตของการปฏิรูประบบเลือกตั้งในนิวซีแลนด์และไทย

บทคัดย่อ
นิวซีแลนด์และไทยมีการปฏิรูประบบเลือกตั้งในช่วงทศวรรษ 1990 ก่อนหน้าการปฏิรูประบบเลือกตั้ง ก่อนหน้า การปฏิรูประบบเลือกตั้ง ทั้งสองประเทศใช้ระบบเลือกตั้งแบบเสียงข้างมากธรรมดา และเปลี่ยนมาใช้ระบบเลือกตั้งแบบผสม เหมือนกัน ที่แตกต่างกันคือ นิวซีแลนด์เปลี่ยนไปใช้ระบบเลือกตั้งแบบผสมสัดส่วน ส่วนไทยเปลี่ยนไปใช้ระบบเลือกตั้งแบบ ผสมเสียงข้างมาก บทความนี้ต้องการศึกษาว่าทำไมจึงเกิดการปฏิรูประบบเลือกตั้งในสองประเทศ และทำไมนิวซีแลนด์ ถึงยังคงใช้ระบบเลือกตั้งแบบผสมสัดส่วนต่อไป ในขณะที่ไทยยังคงเปลี่ยนองค์ประกอบของระบบเลือกตั้งแบบผสมเสียง ข้างมากถึงสองครั้ง ผลการศึกษาพบว่า การปฏิรูประบบเลือกตั้งในนิวซีแลนด์เป็นกระบวนการการมีปฏิสัมพันธ์กันระหว่าง ชนชั้นนำ-มวลชน ส่วนการปฏิรูประบบเลือกตั้งในไทยเป็นกระบวนการที่ชนชั้นนำมีบทบาทสำคัญในการกำหนด
