Abstract

This research aims to study the citizen’s rights to conserve, manage and use “Pha Dam” river source forest located on Songkhla lake basin. It is also to study the regulations of managing river source forest resources, and it aims to study the network creation process of Pha Dam forest conservation group. It is finally to draft a proper regulation regarding river source forest on Songkhla lake basin. The study reveals that even though laws regarding support social role enacted, laws concerning the management to forest resource are still a barrier for citizen and community. Those managing, maintaining and utilizing power are still on government officers which the citizen and community are not affirmed and aligned with the Constitution. Therefore, to promote the participation of the citizen and community, the government must enact the needed regulations which should be in the form of local legislation.
