               จากสถานการณ์โลก ในภูมิภาค และภายในประเทศ ภัยคุกคามในปัจจุบัน  ไม่ได้เป็นไปในรูปแบบเดิมคือการใช้กำลังเข้าทำสงครามแต่เพียงอย่างเดียว แต่อาจจะเป็นภัยคุกคามในรูปแบบอื่นๆ ซึ่งต่างไปจากเดิม  ในยุคโลกาภิวัฒน์ ที่เป็นโลกของข้อมูลข่าวสาร การสื่อสารที่ไร้พรมแดน ทำให้การส่งข้อมูลข่าวต่างๆ สามารถกระจายไปได้อย่างรวดเร็วในทุกพื้นที่ของโลก ด้วยสื่อเทคโนโลยีอุปกรณ์การสื่อสารต่างๆ อันจะหาหนทางควบคุม หรือมาตรการในการกำกับดูแลให้อยู่ในการควบคุมได้ยาก  การปรับตัวให้ทันต่อสถานการณ์ เหตุการณ์ที่เกิดขึ้น นับได้ว่ามีความสำคัญอย่างยิ่ง ทำให้หน่วยงานด้านความมั่นคงของรัฐที่เกี่ยวข้อง แม้กระทั่งภาคเอกชน  จะต้องระลึกและตระหนักถึงภัยด้านการข่าวสาร  ซึ่งจะมีผลกระทบต่อความมั่นคงของชาติ และผลประโยชน์ของชาติอย่างหลีกเลี่ยงไม่ได้ การศึกษาให้รู้เท่าทันความเปลี่ยนแปลง เทคโนโลยี การบริหารจัดการหน่วยงานความมั่นคงด้านการปฏิบัติการข่าวสาร จึงมีความสำคัญ และจำเป็นต้องดำเนินการโดยเร่งด่วน
