Guidelines for Problem Solving in the Resistance to Power Plant Construction and Petroleum Production in the Country

Abstract

As a result of continuous growing of energy consumption in the country, the government needed to develop the energy resources from electricity and petroleum reserves in the country. However, all the time, the government has faced with the resistance from mass and groups of people both inside and outside the project area. Consequently, the construction of power plants and Petroleum Concession bidding round
have been stuck and postponed. The purpose of this article is to propose guidelines to resolve the mentioned problems by using the mechanism of the Power Development Fund for community around the power plant area to create equal ownership of people in the area such as annual health insurance, compensation or electricity subsidies, scholarships for children and youth as well as the opportunity to participate in ownership of the power plant and the return from the operation of the power plant. In relation to the development of petroleum resources, in addition to royalty collection, the return from concession should be increased. Thereafter
set up a community development fund for the area around the petroleum production to develop the area and community around the petroleum production.
