บทคัดย่อ

Flooding in Thailand is a damaged cause of life, property and economic growth. It affected
to public and country’s opportunity. The main cause of flood is human action that use and
destroy natural resources. Besides, related plan of any government agencies are inconsistent
and lack of integration. This research is to study how to solve the flood problem in Thailand.
How can management be effective as soon as possible according to government’s policies in
order to drive National Strategy 20 years to success. This research has collected secondary data
which related to flood management, the implementation of related agencies and in-depth
interviews with government agencies executive which related flood management, private and
public sectors. It classified by flooding area in central, lower central and upper south. Integration
flood management process can be divided into 5 levels as follows; 1. Public and community
levels Creating awareness 2. Local level 3. Provincial level spatial management 4. Country level
and 5. International level. The suggestion from the study is to connect effective integration
driving of all related agencies and all sectors must be corresponded in all dimension including
4steps such as prevention, preparedness, respond and rehabilitation for solving problem that
will occur in present and future. It does not cause a weak point to develop country. Thailand
driving aims to achieve the goal under national strategy 20 years.
