บทคัดย่อ

Nowadays severe disasters have frequently occurred in Thailand. We have lost
life, property, and resources. It is complicated to predict where, when or how strong it
will occur. We can not stop it but we can prepare to cope with all the disaster. Thus Thai
Government and other organizations have become more alert and aware of the disaster
prevention and mitigation.
In terms of the Thai Government, the ministry of defense has issued the Disaster
Prevention and Mitigation Policy. This policy focuses on disaster prevention and mitigation
for both national and local levels with coordinate for all sectors, planning, and management
for an emergency in the disaster area, and recover and housing development. In addition,
we also need to cooperate with neighboring countries for both personnel and equipment.
Regarding the Royal Thai Navy, the Disaster Prevention and Mitigation Center’s
mission is to prevent, repair, relief, help, and recover the victims. The roles of this center
are divided into three sectors which are commander sector, director sector, and operating
sector. These three sectors have corporate order by sector to sector. Also Royal Thai
Navy has a Disaster oversea Prevention and Mitigation plan since 2013. The purpose is
about helping the victims who confront the disaster overseas by providing personnel and
equipment. So we need to prepare plans for before the disaster, during the disaster and
after the disaster in every level.
Moreover, the Disaster Prevention and Mitigation Management Plan in 2015 is
improved by the previous experience of the disasters. Unlike the past that used Disaster
Management (DM) which focused only on how we cope after disaster occurred, in the
meantime we point to Disaster Risk Management (DRM) that consist of Disaster Risk
Reduction (DRR), Prevention, Mitigation, and Preparedness for Emergency Management
which are Response, Relief, and Recovery for Rehabilitation and Reconstruction, and
Build Back Better and Safer. Furthermore, the Thai Government have several meeting and
conference of the Disaster Prevention and Mitigation Management System. The goals of these
meeting are to improve the DRM and also coordinate efficiency with neighboring countries.
However, the problems of the Disaster Prevention and Mitigation Management are
1. Lack of standard in coordinate among countries. 2. Lack of communication between
armies and personnel. And 3. Lack of proactive of the Disaster Prevention and Mitigation

Center RTN. In order to solve the problems, Thai Government and Armies had created a
performance Disaster Prevention and Mitigation Management which is 1. Supporting among
countries to Prevention and Mitigation the disaster by building the HA/DR Center under
the responsibility of the Disaster Prevention and Mitigation Center RTN. 2. Coordinate in
the Disaster Prevention and Mitigation between armies and personnel. 3. Proceed the
Disaster Prevention and Mitigation Center RTN by the plan for before, during, and after
the disaster occurred. We also built the Post-Disaster Need Assessment (PDNA) and Build
Back Better and Safer.
As we all known that the disasters have occurred more frequently and Thai
Government and organizations have tried to improve the Disaster Prevention and
Mitigation and Disaster Risk Management (DRM) that we need to well coordinate and
communicate among the Government, organizations, armies, personnel, and neighboring
countries together.
