RTAF Air Power Modernization for Challenges in the 21st Century

Abstract

The research “RTAF Air Power Modernization for Challenges in the 21st Century” has the objective of studying security environments affecting air power capability development in order to establish guidelines and processes for developing Multi-Domain Operations (MDO) capabilities to cope with current threats and challenges, as well as their future trends.  The research findings indicate that the RTAF must maintain combat readiness to carry out missions under Network Centric Operations (NCO) concept, with adjustment towards MDO in preparation for threats and challenges in all domains, as well as continuously evolving technologies.  This requires support from high-level decision-makers with thorough knowledge of capability development plans, as well as skilled and knowledgeable staffs to effectively drive development initiatives.  Moreover, it is essential to establish doctrine and concept of operations that align with the RTAF tasks and responsibilities.  These are critical foundation of air power modernization under the concept “AIRFORCE”, which are Acquisition, Infrastructure Development, Resource Management, Force Structure, Organization Management, Research & Development, Capability Enhancement, and Education & Training.  In addition, the RTAF needs to appropriately prioritize and expedite the development plans in accordance with budget received, government security policies, security environments, military operation trends and technological advancements.  The plans should also align with the joint operations capability development plans of the Royal Thai Armed Forces.  Continuous analysis and evaluation of ongoing modernization are necessary to measure capabilities and combat readiness levels for mission execution, leading to the adjustments of capability development plans to address rapidly changing threats and challenges.
