ในการประชุมรัฐมนตรีกลาโหมอาเซียน ครั้งที่ 9 ระหว่างวันที่ 15-17 มีนาคม 2558

ณ ประเทศมาเลเซีย รัฐมนตรีว่าการกระทรวงกลาโหม พลเอก ประวิตร วงษ์สุวรรณ เสนอ

ให้มีการจัดตั้งศูนย์การแพทย์ทหารอาเซียน (ASEAN Center of Military Medicine:

ACMM) ขึ้นในประเทศไทย ซึ่งที่ประชุมได้เห็นชอบร่วมกันในการรับรองเอกสารแนว

ความคิดว่าด้วยการจัดตั้งศูนย์การแพทย์ทหารอาเซียน เพื่อทำหน้าที่เป็นศูนย์กลางของ

กิจการแพทย์ทหารในภูมิภาค

ปัจจุบันประเทศไทยได้จัดตั้งศูนย์การแพทย์ทหารอาเซียน (ACMM) ณ กรมแพทย์

ทหารบก โดยมี Board of Directors ประกอบด้วยผู้แทนจาก 10 ประเทศอาเซียน

มีหน้าที่สำคัญในการรวบรวมข้อมูลและจัดทำข้อเสนอที่เป็นประโยชน์ต่อศูนย์ประสานงาน

อาเซียนในการให้ความช่วยเหลือด้านมนุษยธรรม (ASEAN Humanitarian Assistant

Center: AHA Center) และสนับสนุนภารกิจที่นอกเหนือขีดความสามารถของพลเรือน

ภายใต้แนวคิด “One Region One Respond” โดย ACMM จะเปิดอย่างเป็นทางการ

ภายในเดือนมกราคม 2559

กล่าวได้ว่า การจัดตั้งศูนย์การแพทย์ทหารอาเซียนจะช่วยให้เกิดการแลกเปลี่ยน

ประสบการณ์ องค์ความรู้ รวมถึงเทคโนโลยีและนวัตกรรมด้านสุขภาพ การแพทย์ และ

สาธารณสุข ระหว่างประเทศสมาชกิ รวมถึงประเทศพันธมิตร/คเู่ จรจา นำไปส่กู ารปรับปรุง

และการเตรียมความพร้อมในการให้ความช่วยเหลือประชาชนของประเทศสมาชิกใน

สถานการณ์ฉุกเฉินอย่างมีประสิทธิภาพ ซึ่งจะทำให้ประเทศไทยและประชาคมอาเซียน

ได้รับการยอมรับจากสังคมโลก ในฐานะผู้สนับสนุนการดำเนินการเพื่อสร้างความมั่นคง

ในภูมิภาค นอกจากนี้ การจัดตั้งศูนย์การแพทย์ทหารอาเซียนยังแสดงให้เห็นถึงความ

เชื่อมโยงของ 3 เสาหลัก (Pillar) แห่งประชาคมอาเซียน ได้แก่ ประชาคมการเมืองและ

ความมั่นคงอาเซียน ประชาคมเศรษฐกิจอาเซียน และประชาคมสังคมวัฒนธรรมอาเซียน

เนื่องจากการดำเนินงานของศูนย์ฯ มีความเกี่ยวข้องสัมพันธ์กันทั้งในมิติของการเมืองและ

ความมั่นคง เศรษฐกิจ และสังคมวัฒนธรรม

ASEAN Center of Military Medicine (ACMM) and Health Assistance Mission towards People in State of Emergency

ABSTRACT

According to the 9th ASEAN Defence Ministers’ Meeting between

15-17 March 2015 in Malaysia, Minister of Defence, Gen. Prawit Wongsuwan

proposed to establish the ASEAN Center of Military Medicine (ACMM) in

Thailand. Hence, the Meeting mutually agreed for conceptual document

legalization through the ASEAN Center of Military Medicine (ACMM)

establishment to be engaged as the center of military medical work in this

region.

Today, Thailand has established the ASEAN Center of Military

Medicine (ACMM) at the Army Medical Department by having the Board

of Directors consisting of the representatives from 10 ASEAN countries.

The crucial missions include collecting data and organizing the beneficial

proposals for the ASEAN Humanitarian Assistant Center AHA Center, and

supporting the missions beyond civilian competencies under “One Region

One Respond” concept. The ACMM will be officially opened within

January 2016.

This can be said that the establishment of ASEAN Center of Military

Medicine (ACMM) will enhance the exchange of experiences, knowledge-base,

as well as technologies and innovative health, medication, and public health

among the member countries and country alliances/negotiators, which will

lead to the improvement and readiness preparation for helping people of

the member countries in the state of emergency effectively. For ACMM

establishment, Thailand and ASEAN Community will become acceptable

from the world societies as the supporters who conduct for the region

security. Moreover, ACMM establishment represents the linkage among

three pillars of ASEAN communities, which are ASEAN Political-Security

Community include politic communities and ASEAN security, ASEAN

Economic Community, and ASEAN Socio-Cultural Community, since the

conduction of ACMM closely relates to one another in the dimension of

politics and security, economy, as well as social and culture.
