บทคัดย่อ

            ในมติที่ว่าให้มีการจัดตั้งประชาคมอาเซียน (ASEAN Community)[1] ขึ้นในปี พ.ศ.๒๕๕๘ และแผนงานจัดตั้งประชาคม อาเซียนตามผลการประชุมสุดยอดอาเซียนที่ชะอำ-หัวหิน ปี พ.ศ.๒๕๕๒  คือ ข้อผูกมัดที่ไทยโดยรัฐบาลกับกองทัพไทยในฐานะผู้ริเริ่มแนวคิดจะต้องรับผิดชอบกิจการใน
เสาหลักด้าน “ประชาคมการเมืองและความมั่นคง (ASEAN Political-Security Community : APSC)" โดย(สมควร)จะต้องทำหน้าที่ (เป็นแกนนำหลัก) ในการขับเคลื่อนให้ความเป็นประชาคมการเมือง -ความมั่นคงที่มีบทบาทและภารกิจสำคัญในการเผชิญกับภัยคุกคามแบบดั้งเดิมและภัยคุกคามรูปแบบอื่นๆ รวมไปถึงการเอาชนะความท้าทายที่อาจปรากฏขึ้นในภูมิภาคที่มิอาจคาดการณ์ล่วงหน้าได้  บทบาทกำลังทางอากาศด้านการสงครามที่ผ่านการพิสูจน์ในหลายสมรภูมินับแต่สงครามโลกครั้งที่ ๒ เป็นต้นมากับขีดความสามารถของกำลังทางอากาศภายใต้คุณลักษณะที่อ่อนตัวในการปฏิบัติภารกิจทางทหารและภารกิจอื่น ๆ ทำให้กองทัพไทยโดยกองทัพอากาศภายใต้หน้าที่ความรับผิดชอบต่อประเทศไทยกับต่อประชาคมอาเซียนต้องเตรียมความพร้อมด้านกำลังทางอากาศของประเทศให้เข้มแข็งด้วยการผนึกกำลัง (ทางอากาศ) ทุกภาคส่วนในชาติให้เกิดเป็นกำลังทางอากาศที่เหนือกว่าแล้วนำขีดความสามารถกำลังทางอากาศที่มีครอบครองดังกล่าวไปใช้ตอบสนองต่อภารกิจพื้นฐานตามหน้าที่ตามรัฐธรรมนูญ ทั้งนี้ นอกจากหน้าที่ตามที่ระบุไว้ในรัฐธรรมนูญแล้วยังประกอบด้วยภารกิจที่ได้รับมอบตามกรอบอาเซียน/ADMM เช่น การใช้ทรัพยากรและศักยภาพทางทหารอาเซียนในการช่วยเหลือทางมนุษยธรรมและการบรรเทาภัยพิบัติ และการสร้างความร่วมมือด้านอุตสาหกรรมป้องกันประเทศในกรอบอาเซียน เป็นต้น

            การมีศักยภาพกำลังทางอากาศที่เหนือกว่าที่มิใช่การสะสมกำลังทางอากาศให้เหนือกว่าประเทศอื่นในภูมิภาคเดียวกันแต่ถือว่าเป็นการให้ความสำคัญอย่างยิ่งกับประเทศไทยในฐานะที่ตั้งอยู่ใจกลางอาเซียน ศักยภาพกำลังทางอากาศของไทยต้องเกิดจากการวางฐานรากกำลังทางอากาศขึ้นในประเทศไทยโดยคนไทยโดยเฉพาะการสร้างคนไทยให้มีทักษะพื้นฐานทางเทคโนโลยีกับพื้นฐานทางอุตสาหกรรมบางส่วนเท่าที่จำเป็นสำหรับการสร้างภูมิคุ้มกันให้กับตนเองซึ่งถือเป็นเรื่องสำคัญยิ่งอันมีคนไทยเป็นกลจักรขับเคลื่อนที่สำคัญ อนึ่ง ภายใต้งบประมาณที่จำกัดกับนโยบายพึ่งพาตนเองจำเป็นจะต้องมีการบริหารจัดการทรัพยากรด้านกำลังทางอากาศอันมีราคาแพงอย่างมีประสิทธิภาพ นับตั้งแต่การพัฒนาพาหะ (Platform) เช่น อากาศยาน (Aircraft)  และอากาศยานไร้คนขับ (UAV-UCAV)  ฯลฯ การพัฒนาระบบขับเคลื่อนขึ้นเป็นบางส่วนเป็นของตนเองพร้อมๆกับการพัฒนาของประเทศอื่น จึงเป็นสิ่งที่มิอาจละเลยได้ สำหรับการพัฒนาระบบเอวิออนิกส์ (Avionics) อันเป็นหัวใจสำคัญของระบบกำลังทางอากาศ เช่น การบังคับอากาศยาน-การใช้อาวุธ-การควบคุมระบบการใช้อาวุธรวมไปถึงระบบการเดินอากาศนั้นถือเป็นความจำเป็นยิ่งยวดที่ประเทศไทยจะต้องเร่งทำการพัฒนาขึ้นในประเทศไทยโดยคนไทยโดยมันสมองคนไทยให้เกิดเป็นภูมิคุ้มกันที่แข็งแกร่งเพื่อให้มีระบบเอวิออนิกส์ที่ทันสมัยเป็นของตนเองยากจะมีผู้ใดหยั่งรู้ได้อันถือเป็นหลักประกันด้านความปลอดภัยกับการป้องกันประเทศที่สำคัญยิ่ง  อย่างไรก็ตามโครงสร้างกำลังทางอากาศภายใต้สภาวะแวดล้อมปัจจุบันและอนาคตจะต้องมีขนาดที่เหมาะสมกะทัดรัดภายใต้ความสมดุลระหว่างกำลังทางอากาศที่มีในครอบครองกับงบประมาณที่ได้รับ ทั้งนี้ การที่จะสร้างศักยภาพกำลังทางอากาศให้เป็นของตนเองได้นั้นประเทศไทยจะขาดซึ่งความร่วมมือกับภาคเอกชนไม่ได้ กองทัพไทยและกองทัพอากาศต้องกล้าและเชื่อมันภายใต้การส่งเสริมให้หน่วยงานภาคเอกชนในประเทศเข้ามามีส่วนร่วมในการสถาปนาศักยภาพกำลังทางอากาศของไทย เป้าหมายคือเพื่อให้สามารถครอบครองทรัพยากรด้านกำลังทางอากาศในระดับที่เพียงพอภายในประเทศโดยสามารถหยิบฉวยสำหรับการใช้กำลังได้ทันทีที่ต้องการอันเป็นหลักประกันสำหรับการปฏิบัติการที่ยืนหยัดในลักษณะระดมสรรพกำลังในชาติเพื่อก้าวข้ามจุดวิกฤติ  นอกจากนั้นแล้วกลไกกฎหมายสำหรับการพัฒนาและการใช้กำลังทางอากาศก็เป็นเรื่องสำคัญที่จะต้องได้รับการปรับแก้ปรับปรุงให้สอดรับกับบริบทที่เป็นอยู่ในปัจจุบัน

                      Air Power Preparation towards ASEAN Community

Abstract

Due to the ASEAN Community establishment resolution in 2015 and the plan to set up ASEAN Community according to ASEAN Summit at Cha-am Hua Hin in 2009, it is the obligation that Thailand by the Thai government and the Royal Thai Armed Forces, as the pioneers to create that idea, is responsible for the ASEAN Political-Security Community (APSC)'s activities by (supposed to) acting as (a leader) to motivate the being of Political-Security Community which has important roles and duties in confronting of the ordinary and all kinds of threats including the challenge achievement that will occur unexpectedly in the region. Roles of the air power in wars have been proved that since World War II, the air power capability which had a flexible character to operate the military and other missions. The forces by the Royal Thai Air Force has responsible for Thailand and ASEAN Community to prepare the air power readiness and make it stronger by combining every (air) power in the country for the greater air power, then bring that air power responded to the missions as indicated in the constitution.  Therefore, the roles which are beyond as mentioned in the constitution are designated in ADMM, for instance; using the resources and ASEAN military's potential to help humanitarian, disaster relieve and build the industrial defense cooperation in the ASEAN framework.

Having amassed of air power's potential is not to accumulate air power more than other countries in the same region but it is signified that Thailand is the country that situated in the core of ASEAN.  The air power's potential of Thailand comes from the air power foundation created by Thais especially to build up Thais with technological and some necessary industrial basis as the immunity for themselves which are the important things to have Thais as the major keys for the propulsions.  In addition, having a budget constraint and self-sufficiency policy, Thailand must operate expensive air power resources efficiently started from the platform development such as aircraft and UAV-UCAV. Some of propulsion developments are evolved by Thais as well as other countries'. The development of Avionics is the crucial point of the air power system, for example; aircraft control, artillery usage and operation control including air navigation. They are the most significant things for Thailand to develop them rapidly by Thais in order to make the strong immunity for their own modern Avionics as the vital security and self-defense warranty.

Nevertheless, the system of air power nowadays or in the future should have suitable and concise numbers for the balancing of acquired air power and the obtained budget. Thus, building their own efficiency air power, Thailand cannot make it without the assist of private sectors. Royal Thai Armed Forces and Royal Thai Air Force must be brave and confident of the private sectors supporting that coordinate to progress Thailand's efficiency air power. The objective of that support is to acquire the air power resources, at the sufficient level within Thailand which will be ready for operating immediately and will be the warranty of the forceful operation that combined all kind of power for stepping over the critical point. Moreover, law machineries for the development and the air operation are the important things to be rectified according to the present situation.
