ทรัพยากรธรรมชาติและสิ่งแวดล้อม เป็นส่วนสำคัญของการพัฒนาเศรษฐกิจ

สังคม และความเป็นอยู่ของประชาชนในประเทศ แต่ ณ ปัจจุบัน ประเทศไทย

ต้องเผชิญกับภัยธรรมชาติโดยเฉพาะภัยแล้งที่ถือว่าเป็นปัญหาระดับประเทศ ที่

ส่วนใหญ่มีสาเหตุมาจากการตัดไม้ทำลายป่า การบุกรุกที่ดินทำกิน และสภาวะ

อากาศของโลกที่เปลี่ยนแปลง ก่อให้เกิดปัญหาการขาดแคลนน้ำอุปโภคบริโภค

ผลผลิตที่ลดลง การอพยพแรงงานเข้ามาสู่เมืองใหญ่ รัฐต้องสูญเสียงบประมาณ

จำนวนสูง

บทความฉบับนี้ได้ประมวลสรุปสถานการณ์ด้านทรัพยากรธรรมชาติและ

สิ่งแวดล้อมที่สำคัญของประเทศ และเพื่อเป็นประโยชน์ในเชิงนโยบาย จึงเสนอ

แนะแนวทางการแก้ไขปัญหา ทรัพยากรดินและการใช้ที่ดิน ควรผลักดันกฎหมาย

กำหนดเขตการใช้ที่ดินและทรัพยากรที่เกี่ยวข้องโดยใช้ฐานข้อมูลดินและที่ดิน

ที่ทันสมัยเป็นมาตรฐานเดียวกัน รวมทั้งการปรับปรุงกฎหมายและระเบียบเกี่ยวกับ

ทีด่ นิ และการบรู ณาการหนว่ ยงานทีเ่ กีย่ วขอ้ งกบั การบงั คบั ใชก้ ฎหมาย นอกจากนี้

รัฐบาลควรเร่งดำเนินการออกเอกสารสิทธิ์หรือให้สิทธิที่ทำกินในบริเวณที่มีศักยภาพ

และสามารถทำประโยชน์ได้ภายใต้การควบคุมการใช้ประโยชน์ที่ดินอย่างถูกต้อง

เหมาะสม ตลอดจนควรเร่งรัดการนำข้อมูลสารสนเทศภูมิศาสตร์มากำหนดเขต

การปลูกพืชเศรษฐกิจ การวางแผนการผลิต การบริหารจัดการผลผลิตด้วย

ABSTRACT

Natural resources and the environment are essential foundations of

Thailand’s economic and social development that also have ramifications for

the wellbeing of its people. Thailand has faced many natural disasters,

especially droughts, which are considered a national threat caused by

deforestation, land invasion and the changing global climate. Such activities

cause water supply shortages, reduced productivity, and migration to cities, at

an excessive cost to the government.

This article collects and summarizes the important situations in

Thai natural resources and the environment. To develop the policy making,

the article describes the solutions to soil resource and land use. The

government should push forward the regulations of land use and relevant

resources based on the same standard of the soil database and the

updated land database. The regulations and rules regarding the land should

also be modified, while the integration of related agencies and law

enforcement should be implemented. Moreover, the government should

urge the issue of Land Title Deed or provide the rights of the land

owners on the potential areas, which could be utilized under the proper

land use control. In addition, the Geographic Information System (GIS)

data should be rapidly implemented in order to set up the agricultural

economic zones, production planning and productivity management.
