ทรัพยากรธรรมชาติและสิ่งแวดล้อม เป็นส่วนสำคัญของการพัฒนาเศรษฐกิจ

สังคม และความเป็นอยู่ของประชาชนในประเทศ แต่ ณ ปัจจุบัน ประเทศไทย

ต้องเผชิญกับภัยธรรมชาติโดยเฉพาะภัยแล้ง ที่ถือว่าเป็นปัญหาระดับประเทศ ที่

ส่วนใหญ่มีสาเหตุมาจากการตัดไม้ทำลายป่า การบุกรุกที่ดินทำกิน และสภาวะ

อากาศของโลกที่เปลี่ยนแปลง ก่อให้เกิดปัญหาการขาดแคลนน้ำอุปโภคบริโภค

ผลผลิตที่ลดลง การอพยพแรงงานเข้ามาสู่เมืองใหญ่ รัฐต้องสูญเสียงบประมาณ

จำนวนสูง บทความฉบับนี้ได้ประมวลสรุปสถานการณ์ด้านทรัพยากรธรรมชาติและ

สิ่งดล้อมที่สำคัญของประเทศ และเพื่อทำประโยชน์ในเชิงนโยบาย จึงเสนอ

แนะแนวทางการแก้ไขปัญหามลพิษทางน้ำ ควรเร่งสร้างทัศนคติ จิตสำนึก ความ

ตระหนักต่อการรักษาสิ่งแวดล้อม และผลักดันให้ภาคประชาชนมีส่วนสำคัญใน

การแก้ไขปัญหาน้ำเสียในทุกระดับ การปรับปรุงองค์กรของภาครัฐจะปรับปรุง

กฎหมายเพื่อเพิ่มประสิทธิภาพการบริหารจัดการและบังคับใช้กฎหมายอย่าง

เคร่งครัด นอกจากนี้ ควรให้ความสำคัญกับการจัดทำ Zoning อุตสาหกรรมที่

เหมาะสมและผลักดันนโยบายปลอดของเสีย หรือ Zero Waste ตลอดจนการใช้

มาตรการทางภาษีและมาตรการส่งเสริมการลงทุนกับผู้ประกอบการ

ABSTRACT
Natural resources and the environment are essential foundations of
Thailand’s economic and social development that also have ramifications
for the wellbeing of its people. Thailand has faced many natural disasters,
especially droughts, which are considered a national threat caused by
deforestation, land invasion and the changing global climate. Such activities
cause water supply shortages, reduced productivity, and migration to cities, at
an excessive cost to the government.
This article collects and summarizes the important situations in
Thai natural resources and the environment. To develop the policy making,
the article describes the solutions to water pollution by suggesting that
positive attitudes towards the environment and environmental awareness
are needed. All Thai citizens should be encouraged to play a significant
role in preventing water pollutions at all levels. Meanwhile, to increase
the efficiency of administration and law enforcement, the governmental
organizations should be developed and the law needs modifications.
Furthermore, the government should realize the importance of creating
proper industrial zoning and boost up the Zero Waste policy along with
adopting tax measures and measure of promoting investment with
entrepreneurs.
