Regional Financial Governance Reform in Indonesia Through the Arthashastra Perspective

Indonesia’s financial governance, while based in principles of New Public Management (NPM), is in need of reform. NPM was meant to improve on Indonesia’s traditional financial governance, but the results have been sub-optimal. NPM is now seen as fostering capitalism and secularism and a decline in ethics that has led to fraud in the budget accounting system. This research describes financial governance based in Arthashastra, a traditional, ethics-based science of economics, which includes methods of state financial management and budgeting. Arthashastra fosters reforms based on dharma, i.e., ethical and moral strength.
