การวางแผนกลยุทธ์ ผังแม่บทและผลตอบแทนจากการบริหารโครงการสวนสัตว์ กรณีศึกษา: สวนสัตว์ที่ได้รับมาตรฐานสากลในสหรัฐอเมริกา

บทคัดย่อ
ประเทศไทยกำลังมีการพัฒนาโครงการสวนสัตว์แห่งใหม่เพื่อเป็นสวนสัตว์แห่งชาติ โดยปัจจุบันกำลังอยู่ในขั้นตอนการกำหนดแผนยุทธศาสตร์และวางผังแม่บทโครงการ การศึกษาสวนสัตว์ที่ได้รับมาตรฐานสากลเพื่อทำการถอดบทเรียนแนวคิด การวางผังโครงการ และผลตอบแทนที่ได้จากการบริหารงาน โดยใช้วิธีการทบทวนวรรณกรรมวิเคราะห์เปรียบเทียบให้เห็นจุดเด่นในการพัฒนาโครงการจะเป็นประโยชน์ต่อการพัฒนาสวนสัตว์แห่งชาติเป็นอย่างมาก งานวิจัยนี้จึงเลือกกรณีศึกษาสวนสัตว์จากประเทศสหรัฐอเมริกา 3 แห่งที่เป็นสวนสัตว์ที่ผ่านการรับรองมาตรฐานจากสมาคมสวนสัตว์ และสถานแสดงสัตว์น้ำโลก (World Association of Aquarium and Zoo, WAZA) และได้รับรางวัล ได้แก่ สวนสัตว์ Saint Louisสวนสัตว์ Denver และ สวนสัตว์ Woodland Park พบว่าการวางผังโครงการมี 2 รูปแบบ คือ 1) แบบมีทางเดินหลักล้อมรอบพื้นที่และมีทางเดินย่อยเพื่อเข้าถึงพื้นที่จัดแสดงรอง 2) แบบมีทางเดินล้อมพื้นที่จัดแสดงสัตว์ ด้านผลตอบแทนพบว่าสวนสัตว์ทั้ง 3 แห่งมีสัดส่วนรายได้จากการระดมทุนมากที่สุด และสวนสัตว์ที่มีรายได้หลังหักค่าใช้จ่ายการบริหาร (NOI) ดีที่สุด คือสวนสัตว์ที่มีต้นทุนการจ้างพนักงานที่น้อยที่สุด จากการศึกษาแสดงให้เห็นความสำคัญของการวางแผนกลยุทธ์ของสวนสัตว์ที่เป็นตัวกำหนดทิศทางการพัฒนา การลงทุนในอนาคตของสวนสัตว์ ผลตอบแทนทางการเงินจากการบริหารสวนสัตว์และสร้างผลกระทบทางเศรษฐศาสตร์ต่อพื้นที่ธุรกิจโดยรอบสวนสัตว์อีกด้วย
