ศักยภาพในการรับการถ่ายโอนการจัดการศึกษาขั้นพื้นฐาน ขององค์การบริหารส่วนตำบลบ่อเบี้ย อำเภอบ้านโคก จังหวัดอุตรดิตถ์ (The Potential for Receiving the Transfer of Basic Education Administration of Bobia Subdistrict Administrative Organization, Amphoe Bankok, Uttaradit Province)

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ประเมินศักยภาพในการรับการถ่ายโอนการจัดการศึกษาขั้นพื้นฐาน  2) เปรียบเทียบศักยภาพในการรับถ่ายโอนการจัดการศึกษาขั้นพื้นฐานตามความคิดเห็นของประชาชน บุคลากรขององค์การบริหารส่วนตำบลและบุคลากรของโรงเรียนในเขตตำบลบ่อเบี้ย  และ 3)  เพื่อนำเสนอแนวทางการพัฒนาศักยภาพในการจัดการศึกษาขั้นพื้นฐาน ขององค์การบริหารส่วนตำบลบ่อเบี้ย  จำแนกออกเป็น 2 ระยะ ได้แก่ ระยะแรกเป็นการประเมินศักยภาพการจัดการศึกษาขั้นพื้นฐานขององค์การบริหารส่วนตำบลบ่อเบี้ย ผลการวิจัย พบว่า ศักยภาพในการรับการถ่ายโอนการจัดการศึกษาขั้นพื้นฐานของ อบต.บ่อเบี้ย ในภาพรวมและรายด้านอยู่ในระดับปานกลางและการเปรียบเทียบศักยภาพในการรับการถ่ายโอนการจัดการศึกษาขั้นพื้นฐานของ อบต.บ่อเบี้ยตามความคิดเห็นของประชาชน บุคลากรของอบต. และบุคลากรของโรงเรียนในเขตตำบลบ่อเบี้ย ในภาพรวมมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 และระยะที่สองเป็นการสนทนากลุ่ม เพื่อหาแนวทางการพัฒนาศักยภาพในการจัดการศึกษาของ  อบต.บ่อเบี้ย  ผลการวิจัยพบว่า ควรพัฒนาให้ครบทั้งสามด้าน คือ ด้านเด็ก ครู และศูนย์พัฒนาเด็กเล็ก  ควรมีการเก็บรวบรวมข้อมูลเชิงลึกของเด็ก ควรพัฒนาความรู้ความสามารถให้กับบุคลากรทางการศึกษาของ อบต. ควรเชิญผู้ทรงคุณวุฒิมาเป็นที่ปรึกษาด้านการศึกษา ควรจัดสรรงบประมาณด้านการศึกษาให้เพียงพอ ควรทำบันทึกข้อตกลงเพื่อร่วมมือในการจัดการศึกษากับหน่วยงานทางการศึกษาอื่น และควรสอบถามความคิดเห็นของประชาชนและผู้มีส่วนเกี่ยวข้องกับการจัดการศึกษาของ อบต. อย่างน้อยปีละ 1 ครั้ง 

The objectives of this research were 1. to evaluate the potential for receiving the transfer of basic education administration; 2. to compare the levels of potential for receiving the transfer of basic education administration as perceived by the people in general, personnel of sub-district administrative organization, and personnel of schools in Bobia sub-district area; and 3. to propose guidelines for development of the potential for receiving the transfer of basic education administration of Bobia Sub-District Administrative Organization. The research process comprised two stages.  The first stage was an evaluation of the potential for receiving the transfer of basic education administration of Bobia Sub-District Administrative Organization.  The results of the study showed that : both the overall and by-aspect potentials for receiving the transfer of basic education administration of Bobia Sub-District Administrative Organization were rated at the moderate level ; and comparison results of levels of potential for receiving the transfer of basic education administration as perceived by the people in general, personnel of sub-district administrative organization, and personnel of schools in Bobia sub-district area showed significant difference of opinions at the .05 level of statistical significance. The second stage was a study to identify guidelines for development of the potential for receiving the transfer of basic education administration of Bobia Sub-District Administrative Organization. The results of the study showed that : The main guideline was that the development should cover the three components, namely, children, teachers, and preschool children development center; there should be in-depth data collection of children; knowledge and ability of educational personnel of Bobia Sub-District Administrative Organization should be further developed; experts should be invited to be educational consultants for the sub-district administrative organization; sufficient budget should be allocated for the sub-district administrative organization; there should be MOU for cooperation in educational management with other educational organizations; and a survey should be conducted once a year to assess opinions of people and stakeholders concerning educational administration of the sub-district administrative organization.
