การพัฒนารูปแบบการบริหารเพื่อการเป็นองค์การนวัตกรรมในสถานศึกษาขั้นพื้นฐาน (The Development Administration Model of Innovative Organization of Basic Education Institution)

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1. ศึกษาองค์ประกอบขององค์การนวัตกรรมในสถานศึกษาขั้นพื้นฐาน และ 2. พัฒนารูปแบบการบริหารองค์การนวัตกรรมในสถานศึกษาขั้นพื้นฐาน ผู้ให้ข้อมูลในการสัมภาษณ์ ได้แก่ ผู้เชี่ยวชาญ จำนวน 5 คน กลุ่มตัวอย่าง ได้แก่ ผู้บริหารและครูในสถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ที่ได้รับรางวัลหนึ่งโรงเรียน หนึ่งนวัตกรรม ระดับประเทศ ระหว่างปี 2561-2563 จำนวน 536 คน จากการคำนวณด้วยโปรแกรม G*Power ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ ผู้ให้ข้อมูลในการสัมมนา อิงผู้เชี่ยวชาญและการประเมินรูปแบบการบริหาร ได้แก่ ผู้เชี่ยวชาญ จำนวน 7 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบมีโครงสร้าง, แบบสอบถาม, คู่มือการสัมมนาอิงผู้เชี่ยวชาญ และแบบประเมินรูปแบบการบริหาร ที่สร้างขึ้นโดยผู้วิจัย วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ย และการวิเคราะห์องค์ประกอบเชิงยืนยัน ผลการวิจัยพบว่า 1. องค์ประกอบขององค์การนวัตกรรมในสถานศึกษาขั้นพื้นฐาน ประกอบด้วย 9 องค์ประกอบ ได้แก่ 1) วิสัยทัศน์ พันธกิจ นโยบาย และกลยุทธ์ 2) โครงสร้างองค์การ การบริหาร และสภาพแวดล้อม 3) ผู้บริหาร 4) วัฒนธรรม ค่านิยม และบรรยากาศ 5) การบริหารบุคคล 6) องค์การแห่งการเรียนรู้ การจัดการความรู้ และข้อมูลข่าวสาร 7) ทรัพยากรและเทคโนโลยี 8) เครือข่าย และ 9) การวิจัยและพัฒนา 2. รูปแบบการบริหารองค์การนวัตกรรมในสถานศึกษาขั้นพื้นฐาน ประกอบด้วย ขั้นบูรณาการ, ขั้นปรับปรุงองค์การ, ขั้นปฏิบัติการ, ขั้นพัฒนาประสิทธิภาพ, ขั้นประเมินผล และขั้นส่งเสริมการเรียนรู้
