การพัฒนาข้อเสนอเชิงนโยบายการจัดการเรียนร่วมในจังหวัดนครศรีธรรมราช (The Development of Proposed Policy for Inclusive Education in Nakhon si Thammarat Province)

บทคัดย่อ

            การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน ปัญหา และแนวทางการแก้ปัญหาของการจัดการเรียนร่วมในจังหวัดนครศรีธรรมราช 2)ศึกษาการจัดการเรียนร่วมในสถานศึกษาต้นแบบที่มีการจัดการเรียนร่วมที่มีคุณภาพเพื่อเป็นแนวทางในการจัดการเรียนร่วมของจังหวัดนครศรีธรรมราชและ 3) พัฒนาข้อเสนอเชิงนโยบายในการจัดการเรียนร่วมของสถานศึกษาขั้นพื้นฐานในจังหวัดนครศรีธรรมราช  ประกอบด้วย วิสัยทัศน์ พันธกิจ เป้าหมาย กลยุทธ์และตัวชี้วัดตามกรอบโครงสร้างซีท ในด้านนักเรียน สภาพแวดล้อม กิจกรรมการเรียนการสอนและเครื่องมือ ใช้ระเบียบวิธีวิจัยเชิงนโยบาย มี 2 ขั้นตอน คือ ขั้นตอนแรกการจัดทำร่างข้อเสนอเชิงนโยบาย ใช้วิธีดำเนินการวิจัย 3 วิธี คือ          1) การศึกษาเชิงสำรวจ  2) การสนทนากลุ่มเป้าหมาย และ 3) การศึกษาพหุกรณีสถานศึกษาต้นแบบ และขั้นตอนที่สองการพัฒนาข้อเสนอเชิงนโยบายจากข้อมูลที่สังเคราะห์ได้จากผลการวิจัย ใช้วิธีดำเนินการวิจัย 2 วิธี คือ 1) การประชุมผู้ทรงคุณวุฒิ 2) การประชาพิจารณ์

          ผลการวิจัย  ได้วิสัยทัศน์ว่า “ภายในปี 2564 จังหวัดนครศรีธรรมราช เป็นจังหวัดชั้นนำการจัดการศึกษาเรียนร่วมในสถานศึกษาทุกระดับอย่างเท่าเทียมและมีคุณภาพ ด้วยรูปแบบที่เหมาะสม สอดคล้องตามความต้องการจำเป็นของเด็ก เพื่อให้เด็กได้รับการพัฒนาเต็มตามศักยภาพ ทั้งด้านทักษะการช่วยเหลือตนเอง ทักษะทางสังคมและการดำรงชีวิต ทักษะทางวิชาการและทักษะการงานอาชีพ อยู่ในสังคมอย่างมีความสุข ภายใต้สภาพแวดล้อมที่เด็กสามารถเข้าถึงและใช้ประโยชน์ได้” 

            The objective of this research are given as 1)To study present situations, problems and guidelines on the solution of inclusive education in Nakhon si Thammarat province. 2)To study the high-class inclusive educations through basic original academies in Nakhon si Thammarat province. 3)To develop proposed policies in inclusive education of basic in Nakhon si Thammarat province. This thesis consisted of visions, missions, goals, strategies and indicators according to SEAT framework regarding students, environments, activities and tools. The policy researches were employed as 2 steps: drafting the proposed policies and developing the proposed policies following information of this research. The drafting proposed policies step is related to survey researches, target focus groups and multi-case studies of original academy while the developing proposed step related to professional conferences and public hearings.

            The research findings:  There was the vision that “In 2021, Nakhon si Thammarat  Province would be a leading province in managing the inclusive classrooms in schools at all level with equality and quality including adequate policy based on the disabled children’s needs so that they would be developed with full potential in self -help skill, social and living skill, academic skill, working and occupational skill, and live in society happily under environmental condition could be accessed and utilized by them.”
