Abstract
This research aimed to study the potential of the officers of the Subdistrict Administrative Organization (SAO) towards a supporting for the participation of citizens in community development. This research was used a Qualitative Research Method. Community areas of study are chosen 1 from each of large, medium and small sizes of the Subdistrict Administrative Organizations within Chiang Rai Province. There were 45 research samples consisting of officers of the Subdistrict Administrative Organizations and people within the communities.
The results of the study showed that the officers of the Subdistrict Administrative Organizations have limited of better understanding on their roles as well as limited leadership skills in supporting the participation of citizens within community development. Even though officers of the Subdistrict Administrative Organizations were recognized and trusted by citizens within the community, the acceptance level was still only moderate.
