บทคัดย่อ
เอเชียตะวันออกเฉียงใต้เป็นภูมิภาคที่มีการละเมิดสิทธิมนุษยชนอย่างแพร่หลาย อาเซียน (Association of Southeast Asian Nation: ASEAN) จึงได้มีความร่วมมือด้านสิทธิมนุษยชนเพื่อให้สอดคล้องกับกฎหมายสิทธิมนุษยชนระหว่างประเทศที่ถือว่าสิทธิมนุษยชนมีความเป็นสากลและมิอาจแบ่งแยกได้ อาเซียนได้จัดทำตราสารด้านสิทธิมนุษยชนขึ้นหลายฉบับเพื่อให้ครอบคลุมการส่งเสริมและคุ้มครองสิทธิมนุษยชนของประชาชนทุกกลุ่ม บทความนี้แสดงถึงภาพรวมของการส่งเสริมและคุ้มครองสิทธิมนุษยชนในอาเซียนโดยเน้นที่กลไกด้านสิทธิมนุษยชนของอาเซียน โดยศึกษาเปรียบเทียบกับกลไกการส่งเสริมและคุ้มครองสิทธิมนุษยชนขององค์การระหว่างประเทศในระดับภูมิภาคอื่น และวิเคราะห์อุปสรรคในการพัฒนาความร่วมมือด้านสิทธิมนุษยชน เพื่อหาแนวทางเสริมสร้างกลไกสิทธิมนุษยชนของอาเซียนให้มีความความเข้มแข็ง
