ข้อสังเกตบางประการในการป้องกันการทารุณกรรมสัตว์ ตามพระราชบัญญัติป้องกันการทารุณกรรมและ การจัดสวัสดิภาพสัตว์ พ.ศ. 2557

Abstract

The Act on The Prevention of Cruelty and Organization of Animal Welfare B.E. 2557 aims to protect the animals from abuse. The author has some observations on the prevention of Cruelty to Animals under The  Act on The Prevention of Cruelty and Organization of Animal Welfare B.E. 2557, with some recommendations including the observations in the definition of "animal" , definition of “Animal owners” , the prohibition of cruelty to animals and other non-cruelty acts and observations of the case against the enforcement under The Act on The Prevention of Cruelty and Organization of Animal Welfare, B.E. 2557 and from such observations the authors suggests that some words should be omitted or gives the definition certainty in order not to cause problems in interpreting the law which will affect the exercise of law enforcement's discretion and include and in connection with other laws that apply according to current circumstances, so the provisions of The Act on The Prevention of Cruelty and Organization of Animal Welfare B.E. 2557 is enforced in line with the true intent of preventing cruelty to animals.
