การมีส่วนร่วมในกระบวนการแผนยุทธศาสตร์ ศึกษาเปรียบเทียบเทศบาลเมืองลาดสวายกับเทศบาลเมืองบึงยี่โถ

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อศึกษา 1) เปรียบเทียบการมีส่วนร่วมในกระบวนการจัดทำแผนยุทธศาสตร์เทศบาลเมืองลาดสวายกับเทศบาลเมืองบึงยี่โถ 2) ปัจจัยที่ส่งผลต่อการมีส่วนร่วมในกระบวนการแผนยุทธศาสตร์ และ 3) สร้างรูปแบบการมีส่วนร่วมในกระบวนการแผนยุทธศาสตร์ของเทศบาลเมืองที่มีประสิทธิภาพ เป็นการวิจัยเชิงคุณภาพ ผู้ให้ข้อมูลสำคัญ ได้แก่ (1) นายกเทศมนตรี (2) รองนายกเทศมนตรี (3) ปลัดเทศบาล (4) รองปลัดเทศบาล (5) สมาชิกสภาเทศบาล (6) กำนัน และ (7) ผู้ใหญ่บ้าน ของเทศบาลเมืองลาดสวายและเทศบาลเมืองบึงยี่โถ เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ การวิเคราะห์ข้อมูล วิเคราะห์โดยตีความเนื้อหาและตรวจสอบข้อมูลด้วยวิธีการการแบบสามเส้า

          ผลการวิจัยพบว่า

          1. การมีส่วนร่วมในกระบวนการแผนยุทธศาสตร์เทศบาลเมืองลาดสวายเปรียบเทียบกับเทศบาลเมืองบึงยี่โถ ได้แก่ 1) การมีส่วนร่วมในกระบวนการกำหนดแผนยุทธศาสตร์ เทศบาลเมืองลาดสวายมีส่วนร่วมโดยมีการทำประชาคม เทศบาลเมืองบึงยี่โถมีส่วนร่วมโดยมีการจัดประชุมของคณะผู้บริหารและคณะกรรมการตัวแทนชุมชนเพื่อเสนอสภาพปัญหาและความต้องการของชุมชน 2) การมีส่วนร่วมในกระบวนการนำแผนไปสู่การปฏิบัติ เทศบาลเมืองลาดสวาย ไม่มีส่วนร่วมในขั้นตอนนี้ เทศบาลเมืองบึงยี่โถมีส่วนร่วมโดยนำแผนที่จัดลำดับความต้องการก่อน-หลังก่อนแล้วไปสอบถามตัวแทนประชาชนก่อนนำแผนไปสู่การปฏิบัติ และ 3) การมีส่วนร่วมในการติดตามและประเมินแผน เทศบาลเมืองลาดสวายมีส่วนร่วมโดยแต่งตั้งคนของตัวเองไม่มีตัวแทนภาคประชาชน เทศบาลเมืองบึงยี่โถมีส่วนร่วมโดยมีการทำแบบประเมิน แบบสำรวจ และแบบสัมภาษณ์ให้ชุมชนหรือผู้ที่มีส่วนเกี่ยวข้องประเมินผลการดำเนินงานและนำมาปรับปรุงพัฒนาต่อไป

          2. ปัจจัยที่ส่งผลต่อการมีส่วนร่วมในกระบวนการแผนยุทธศาสตร์เทศบาลเมืองลาดสวายกับเทศบาลเมืองบึงยี่โถ ประกอบไปด้วย 1) ปัจจัยด้านความต้องการ 2) ปัจจัยด้านทัศนคติ 3) ปัจจัยด้านการรับรู้ และ 4) ปัจจัยด้านแรงจูงใจ

          3. รูปแบบการมีส่วนร่วมในกระบวนการแผนยุทธศาสตร์ของเทศบาลเมืองที่มีประสิทธิภาพ ประกอบไปด้วย การมีส่วนร่วมในกระบวนการแผนยุทธศาสตร์ใน 4 ขั้นตอน คือ ขั้นตอนที่ 1) ขั้นตอนการมีส่วนร่วมในการกำหนดแผน ได้แก่ การรวบรวมปัญหา การวิเคราะห์ปัญหา การจัดเวทีประชุมการแสดงความคิดเห็นก่อนการตัดสินใจกำหนดแผน ขั้นตอนที่ 2) การมีส่วนร่วมในการนำแผนไปปฏิบัติ ได้แก่ จัดลำดับความต้องการในการกำหนดวันดำเนินงาน และให้อำนาจในการยุติการดำเนินงานหากพบปัญหา ขั้นตอนที่ 3) การมีส่วนร่วมในการประเมินแผน ได้แก่ การเป็นคณะกรรมการประเมินแผนการกำหนดด้วยตัวชี้วัด (KPI) ในการประเมินและเพื่อพัฒนาแผนในปีต่อไป และ ขั้นตอนที่ 4) การมีส่วนร่วมในการปรับปรุงแผน ได้แก่ การวิเคราะห์แผนและการหาแนวทางแก้ไข

The purposes of this research were to 1) compare the participation in the strategic plan process for the Latsawai municipality and Buengyitho municipality, 2) study factors affecting participation in strategic plan process, 3) create model of participation in the effective municipality strategic plan process. This research was a qualitative study. The key informants were (1) the mayor, (2) the deputy mayor, (3) the municipality clerk, (4) deputy municipality clerk, (5) member of the municipality council, (6) sub-district headman, and (7) village headman, who were working for the Latsawai municipality and Buengyitho municipality.
The research Instrument used in research were the interview form. The collected data was analyzed by synthesizing the content and interpretation of monitoring data by means of triangulation.

          The results showed that

          1) Participation in the strategic plan process of the Latsawai municipality and Buengyitho municipality were as follows: (1) participation in strategic planning, Latsawai municipality was involved in strategic planning with the community, while Buengyitho municipality conducted a meeting with the executive committee and community representatives to present the problems and needs of the community. (2) Participation in the implementation action plan, Latsawai municipality had no participation in this step while Buengyitho municipality had offered the problems and needs of the community and prioritize the needs before putting the plan into action. (3) Participation in monitoring and evaluation, Latsawai municipality participated in monitoring and evaluation by appointing their men to the post but Buengyitho municipality had made assessment surveys and interviews to the community to help assess the results and evaluate the revised guidelines for further development.

          2) Factors affecting to participation in strategic planning consisted of (1) demand (2) attitude (3) perceptions and 4) motivation.

          3) Model of participation in the effective municipality strategic plan process including four stages were (1) participation in the plan including problems gathering, problem analysis, the community forum and comments before making the plan, (2) participation in implemented planning were in order to determine the date of implementation and empower to cease operations if it found a problem. (3) Participation in plan evaluation included an assessment of the plan with defined indicators (KPI) to evaluate and develop the following year planning, and (4) participation in improvement plan was plan analysis and solutions.
