การจัดการสวัสดิการผู้สูงอายุในกลุ่มชุมชนคนจนเมือง: กรณีศึกษาชุมชนหมู่บ้านพลับพลา เขตวังทองหลาง กรุงเทพมหานคร

บทคัดย่อ

         การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหาและความต้องการของผู้สูงอายุในชุมชนหมู่บ้านพลับพลา 2) ศึกษาการบริหารจัดการสวัสดิการผู้สูงอายุโดยชุมชนหมู่บ้านพลับพลา และ 3) ค้นหาข้อเสนอแนะสำหรับเป็นแนวทางในการพัฒนาการจัดสวัสดิการผู้สูงอายุในชุมชน ผู้ศึกษาใช้รูปแบบการวิจัยเชิงผสม โดยเริ่มต้นจากการวิจัยเชิงสำรวจ ในลักษณะของการแจกแบบสอบถาม เพื่อสำรวจปัญหาและความต้องการของผู้สูงอายุในชุมชนหมู่บ้านพลับพลา สำหรับการวิจัยเชิงคุณภาพ จะถูกนำมาใช้ในการเก็บรวบรวมข้อมูลเชิงลึกเกี่ยวกับการบริหารจัดการสวัสดิการชุมชนให้แก่ผู้สูงอายุ ส่วนการสนทนากลุ่ม จะถูกนำมาใช้เพื่อค้นหาข้อเสนอแนะสำหรับเป็นแนวทางในการพัฒนาการจัดสวัสดิการผู้สูงอายุในชุมชน ผลการศึกษา พบว่า 1) ผู้สูงอายุในชุมชนหมู่บ้านพลับพลามีปัญหาและความต้องการเร่งด่วนในด้านเศรษฐกิจสูงเป็นอันดับหนึ่ง อันดับสองรองลงมา คือ ด้านร่างกาย ด้านสังคม และด้านจิตใจ ตามลำดับ 2) การบริหารจัดการสวัสดิการผู้สูงอายุโดยชุมชนหมู่บ้านพลับพลา ยังอยู่ในรูปแบบของการจัดตั้งชมรมผู้สูงอายุด้วยการคำนึงถึงเงื่อนไขที่ส่งผลต่อความเข้มแข็งของชมรม 3 ประการ ได้แก่ (1) ผู้นำ (2) การมีส่วนร่วมของสมาชิก และ (3) การบริหารจัดการตนเองที่เป็นอิสระ และไม่พึ่งพิงหน่วยงานภายนอก และ 3) ข้อเสนอแนะ 6 ประการ สำหรับเป็นแนวทางในการพัฒนาศักยภาพชมรมผู้สูงอายุ ได้แก่ (1) การเสริมสร้างโอกาสให้สมาชิกได้เข้ามามีส่วนร่วมในการแลกเปลี่ยนเรียนรู้ภูมิปัญญาท้องถิ่นร่วมกัน อย่างสร้างสรรค์ (2) การส่งเสริมให้สมาชิกมีส่วนร่วมในการบริหารจัดการทุนของชุมชน โดยการรวมกลุ่มจัดตั้งวิสาหกิจชุมชน เพื่อการพึ่งตนเอง (3) การส่งเสริมให้สมาชิกมีการรวมกลุ่มที่เข้มแข็ง เพื่อสร้างอำนาจในการต่อรอง ในสิ่งที่พึงปรารถนา (4) การส่งเสริมให้สมาชิกมีจิตสำนึกความรับผิดชอบร่วม ในการพัฒนาศักยภาพของชมรม (5) การส่งเสริมให้สมาชิกมีความกระตือรือร้น ในการทำความเข้าใจทักษะการบริหารจัดการความขัดแย้งร่วมกัน และ (6) การเสริมสร้างภาพลักษณ์ใหม่ให้กับสมาชิก ด้วยการเป็นผู้ให้ที่มีคุณค่าในความคิดและการกระทำ และเป็นผู้รับได้อย่างมีศักดิ์ศรี

ELDERLY WELFARE MANAGEMENT IN THE URBAN COMMUNITY WITH LOW INCOME: A CASE STUDY OF BAN PHLAPPHLA COMMUNITY WANG THONGLANG BANGKOK

ABSTRACT

            The objectives of this study are 1) to study the elders’ problems and requirements of Ban Phlapphla; 2) to study the elders’ welfare administration of Ban Phlapphla; and 3) to seek the recommendations for the way of developing the elders’ welfare management in the community. The researcher collects the data by using mixed research, that is, first, conducting an exploratory research by distributing questionnaires to survey the problems and requirements of the elders of Ban Phlapphla community, second, as for the qualitative research, collecting in-depth data of welfare management of the elders. The researcher uses the group conversation so as to seek recommendations for being the way to develop the elders’ welfare arrangement in the community. The results of the study are as follows: 1) The elders of Ban Phlapphla community have the problems with urgently economic requirements. The next problem is the physical problem. The third problem is the social problem. The last problem is the problem of mind. 2) The elders’ welfare management of Ban Phlapphla community is still elderly club by considering the three conditions that affect the club strength, that is, the leaders, members’ participation, and independent self-administration. 3) The six recommendations for the way to develop the potential of the elderly club are as the following items: (1) the members are given the opportunity to participate in an exchange and studying of local knowledge; (2) the members are encouraged to manage the community funds by establishing community enterprise, so as to rely on themselves; (3) the members are promoted to join together in order to have power to negotiate about something needed; (4) the members are stimulated to have consciousness of co-responsibility for the club’s potential development; (5) the members are supported in their enthusiasm about an understanding of the management expertise on conflicts between other members; and (6) the members are advocated to improve their new image as a valuable contributor of notions and deeds, and as a recipient of many honors.
