การศึกษาตัวบ่งชี้ความเป็นมหาวิทยาลัยเพื่อการพัฒนาท้องถิ่น

บทคัดย่อ
มหาวิทยาลัยเพื่อการพัฒนาท้องถิ่น เป็นมหาวิทยาลัยประเภทหนึ่งที่มีเป้าหมาย บทบาทหน้าที่และพันธกิจตามกฎหมายที่มุ่งเน้นการจัดการศึกษา การวิจัย และการบริการวิชาการเพื่อการพัฒนาท้องถิ่น บทความวิจัยนี้จึงมีวัตถุประสงค์เพื่อวิเคราะห์ตัวบ่งชี้ความเป็นมหาวิทยาลัยเพื่อการพัฒนาท้องถิ่น ซึ่งเป็นส่วนหนึ่งของการวิจัยเพื่อพัฒนาตัวแบบการจัดการทุนมนุษย์สำหรับมหาวิทยาลัยเพื่อการพัฒนาท้องถิ่น ดำเนินการโดยใช้วิธีการวิจัยเชิงคุณภาพโดยการสัมภาษณ์แบบเจาะลึกกับผู้บริหารระดับสูง ได้แก่ อธิการบดีหรือตัวแทนจากมหาวิทยาลัยราชภัฏที่ได้รับมอบหมาย รวมจำนวน 8 คน ซึ่งเลือกแบบเจาะจงจาก 4 ภูมิภาค ๆ ละ 2 แห่ง ผลการวิจัยพบว่าตัวบ่งชี้ของมหาวิทยาลัยในด้านการพัฒนาท้องถิ่นมี 3 ด้านคือ (1) ตัวบ่งชี้ที่ใช้วิธีการระบบ มีปัจจัยด้านตัวป้อน 8 ข้อ ด้านกระบวนการ มี 5 ข้อ ด้านผลผลิต มี 5 ข้อ และ ด้านผลลัพธ์ มี 6 ข้อ (2) ตัวบ่งชี้ตามภารกิจของมหาวิทยาลัยเพื่อการพัฒนาท้องถิ่น พบด้านการผลิตบัณฑิต มี 13 ข้อ ด้านการวิจัยมี 17 ข้อ ด้านการบริการวิชาการแก่สังคม มี 15 ข้อ และด้านการทำนุบำรุงศิลปะและวัฒนธรรม มี 13 ข้อ(3) ตัวบ่งชี้คุณลักษณะของคณาจารย์มหาวิทยาลัยเพื่อการพัฒนาท้องถิ่น พบด้านการผลิตบัณฑิต
มี 20 ข้อ ด้านการวิจัย มี 18 ข้อ ด้านการบริการวิชาการ มี 18 ข้อ และด้านการทำนุบำรุงศิลปวัฒนธรรมมี 13 ข้อ
