บทคัดย่อ
งานวิจัยนี้มุ่งศึกษา กลไกในการสำรวจผู้ประสบภัยพิบัติจากวาตภัยเพื่อให้เกิดความรวดเร็วในการเยียวยาผู้ประสบภัย : กรณีศึกษาอำเภออุบลรัตน์ จังหวัดขอนแก่น มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่มีผลต่อประสิทธิภาพการจัดการภัยพิบัติ และศึกษาปัญหาอุปสรรคในการจัดการภัยพิบัติวาตภัยขององค์กรปกครองส่วนท้องถิ่น ในเขตอำเภออุบลรัตน์ จังหวัดขอนแก่น
ผลการวิจัย พบว่า 1.การบริหารจัดการสาธารณภัยวาตภัยในพื้นที่ขององค์กรปกครองส่วนท้องถิ่นทั้ง 7 แห่ง ของอำเภออุบลรัตน์ จังหวัดขอนแก่น มีปัจจัยในการจัดการภัยพิบัติวาตภัย ดังนี้ 1.1. ระบบการให้บริการขององค์กรปกครองส่วนท้องถิ่น 1.2. บุคลากรขององค์กรปกครองส่วนท้องถิ่น 1.3. การประสานงานกับผู้นำชุมชนและบุคลากรภายนอก 1.4. การติดต่อสื่อสารระหว่างผู้ประสบภัยพิบัติเหตุวาตภัยและองค์กรปกครองส่วนท้องถิ่น 2.ปัญหาและอุปสรรคการจัดการภัยพิบัติในพื้นที่ขององค์กรปกครองส่วนท้องถิ่นทั้ง 7 แห่ง ของอำเภออุบลรัตน์ จังหวัดขอนแก่น มีปัญหาและอุปสรรคในการจัดการภัยพิบัติวาตภัย ดังนี้ 2.1 การส่งข้อมูลในระบบแอปพิเคชั่น 2.2 การไม่รู้ถึงหลักในการปฎิบัติงาน 2.3 การตกสำรวจของผู้ประสบภัยหลังแจ้งเพื่อขอรับการเยียวยา
ผลการวิจัยสามารถใช้เป็นแนวทางการสำรวจผู้ประสบภัยพิบัติวาตภัย เพื่อให้เกิดประสิทธิภาพในการจัดการของท้องถิ่น และนำไปปรับเพื่อพัฒนาถึงการแจ้งเตือนเหตุวาตภัย และใช้เป็นแนวทางการให้บริการผู้ประสบภัยพิบัติจากวาตภัยในพื้นที่อื่น
