แนวทางการพัฒนากลยุทธ์ของโรงเรียนการบินภายหลังการเปลี่ยนแปลง ข้อกำหนดของสำนักงานการบินพลเรือนแห่งประเทศไทย

บทคัดย่อ
นับตั้งแต่ปี 2566 ถึง เดือน เมษายน 2567 ที่ผ่านมา สำนักงานการบินพลเรือนแห่งประเทศไทยได้มีการประกาศเปลี่ยนแปลงข้อกำหนดฉบับใหม่ ซึ่งมีการเปลี่ยนแปลงคุณสมบัติและความต้องการในการขอออกใบอนุญาตผู้ประจำหน้าที่ทางอากาศ เนื่องจากเป็นการกำหนดอย่างชัดเจนเกี่ยวกับคุณสมบัติของผู้ถือใบอนุญาตผู้ประจำหน้าที่ทางอากาศ รวมถึงเรื่องของหลักสูตรการเรียนการสอนด้วยเช่นกัน แน่นอนว่าการเปลี่ยนแปลงดังกล่าวส่งผลกระทบโดยตรง ต่อธุรกิจต่างๆในอุตสาหกรรมการบินที่ต้องปรับเปลี่ยนวิธีการดำเนินงานและหลายๆธุรกิจต้องมีการวางแผนและพัฒนาวิธีการดำเนินงาน รวมไปถึงธุรกิจโรงเรียนการบิน โดยที่โรงเรียนการบินจะต้องมีการปรับปรุงและพัฒนาหลักสูตร กระทั่งการพัฒนาบุคลากรภายในองค์กรให้มีคุณสมบัติที่ครบถ้วนตามความต้องการของข้อกำหนดฉบับใหม่ เพื่อที่โรงเรียนจะสามารถดำเนินการต่อไปได้ในอนาคต
บทความนี้จึงเป็นการนำเสนอในส่วนของแนวทางการพัฒนากลยุทธ์ของโรงเรียนการบินเอกชนแห่งหนึ่งภายหลังการเปลี่ยนแปลงข้อออกำหนดของสำนักงานการบินพลเรือนแห่งประเทศไทย ซึ่งที่ทางผู้เขียนได้มองเห็นถึงจุดอ่อน และ อุปสรรคที่โรงเรียนการบินจะพบเจอภายหลังการเปลี่ยนแปลงในครั้งนี้ ดังนั้นผู้เขียนจึงได้มีการนำหลักการการวิเคราะห์ SWOT (SWOT Analysis) มาประยุกต์ใช้ในการอภิปรายผล ซึ่งมีวัตถุประสงค์เพื่อ 1).ศึกษาแนวทางการพัฒนากลยุทธ์ของโรงเรียนการบิน 2).ศึกษาองค์ความรู้เรื่องแนวทางการพัฒนากลยุทธ์และ 3).เพื่อให้ผู้ประกอบกิจการนำกลยุทธ์ที่ได้จากการอภิปรายไปประยุกต์ใช้ในโรงเรียนการบินภายหลังการเปลี่ยนแปลงข้อกำหนดของสำนักงานการบินพลเรือนแห่งประเทศไทย
