แนวทางการพัฒนาการบริหารจัดการอุทกภัยของสภาสันติสุขตำบลไม้แก่น อำเภอไม้แก่น จังหวัดปัตตานี

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการบริหารจัดการอุทกภัยของสภาสันติสุขตำบลไม้แก่น 2) ศึกษาปัญหาอุปสรรคการบริหารจัดการอุทกภัยของสภาสันติสุขตำบลไม้แก่น 3) หาแนวทางการพัฒนาการบริหารจัดการอุทกภัยของสภาสันติสุขตำบลไม้แก่น โดยวิธีการวิจัยเชิงคุณภาพ คณะกรรมการสภาสันติสุขตำบลไม้แก่น และ ประชาชนผู้ได้รับผลกระทบ จำนวน 17 คน การสุ่มตัวอย่างแบบเจาะจง ด้วยวิธีการสัมภาษณ์เชิงลึก จากสถิติที่ใช้ในการวิเคราะห์ข้อมูล
ผลการวิจัยพบว่า 1) สภาสันติสุขตำบลไม้แก่นเป็นกลไกสำคัญในการบริหารจัดการอุทกภัยระดับพื้นที่ ทำหน้าที่เชื่อมโยงระหว่างประชาชนกับภาครัฐ มีการวางแผนและเตรียมความพร้อมผ่านการประชุมประจำเดือน จัดทำฐานข้อมูลหมู่บ้าน และมีระบบแจ้งเตือนภัยหลากหลายช่องทาง อย่างไรก็ตาม 2) ปัญหาในการบริหารจัดการ ได้แก่ การปฏิบัติตามแผนไม่ครบถ้วน ขาดการฝึกซ้อมที่สม่ำเสมอ ขาดแคลนบุคลากรเฉพาะทาง มีข้อจำกัดด้านทรัพยากรและงบประมาณ รวมถึงปัญหาการสื่อสารที่ไม่ชัดเจน 3) แนวทางการพัฒนาการบริหารจัดการอุทกภัยประกอบด้วย การสร้างเครือข่ายความร่วมมือระหว่างภาคส่วนต่าง ๆ การจัดอบรมและซักซ้อมแผนปฏิบัติงานอย่างสม่ำเสมอ การจัดประชุมทบทวนขั้นตอนการปฏิบัติงาน การจัดทำปฏิทินสาธารณภัยประจำปี การขอรับการสนับสนุนงบประมาณเพิ่มเติม และการปรับปรุงรูปแบบการสื่อสารและรายงานผล
