This research was mixed methods research. There were 3 research objectives as follows: 1) To study the factors affecting welfare provision with generosity for the elderly of the local administrative organizations in Mueang District, Nong Khai Province 2) To create                 a model for providing welfare with generosity for the elderly of the local administrative organizations in Mueang District, Nong Khai Province in terms of public policy and 3) to study the recommendations on the welfare provision with generosity for the elderly of the local administrative organizations in Mueang District, Nong Khai Province

Findings of the research: 1) The factors that had the highest correlation with welfare provision with generosity to the elderly of the local administrative organizations in Mueang District, Nong Khai Province were the social service building and the support network, followed by the family stability caretaker and protection recreational factor and health and medical factors There was a statistically significant relationship at .05.and income and housing factors. Having a relationship at level of .01 2) Model of caring welfare for the elderly of local administrative organizations in Mueang District, Nong Khai Province in public policy Is consisted of 3 factors affecting the quality of life of the elderly, consisting of standard factors for building social services and supporting networks for the standard of family security standard factors, caretaker and its protection 3) Recommendations for welfare provision for the elderly are: There should be a law that allows local administrative organizations to increase the budget for the welfare of the elderly health care. local government organization More recreational activities for the elderly must be encouraged. And the government should increase the budget for training to build careers for the elderly according to the potential of the elderly in each locality.
