Guidelines for Developing the Participation of Teachers in Conducting Educational Quality Assurance in Education Institutions Under the local Government Organization, Samut Sakhon Province.

Abstract
The objectives of this research article were: 1) to study the conditions and problems of teachers’ participation in the implementation of educational quality assurance within educational institutions under the Local Gorvernment organization, Samut Sakhon Province, 2) to propose guidelines for developing teachers' participation in educational quality assurance operations within educational institutions under the Local Gorvernment organization, Samut Sakhon Province with quantitative research methods.
The results showed that
Current conditions and problems of teachers' participation in educational quality assurance operations within educational institutions under the Local Gorvernment organization, Samut Sakhon Province, overall level was moderate. The average mean was 2.52, when considering each aspect, it showed that the highest mean was the setting of educational standards of educational institutions with 3.15, participation was moderate, followed by the implementation of the plan with 3.20, the participation was moderate, for the preparation of educational management development plans of educational institutions, it was at 2.45, the participation was at a low level. Assessment and examination of educational quality within educational institutions was 2.41, while the participation was at a low level. In terms of monitoring the results of the implementation to develop educational institutions to meet the quality standards of education was 2.06, the participation was low. Preparation of self-assessment reports was 2.03, the participation was at a low level respectively.
Proposal for the development of teacher participation in educational quality assurance operations within educational institutions consisting of 1) setting educational standards of educational institutions, school administrators and teachers work together to study national education standards, Policies of local government organizations needs the community, context, readiness, univty and identity of the educational institution, 2) making an educational management development plan conducted by school administrators and teachers who jointly decide to set the vision, mission, goals of the school, 3) Implementation as the plan set out with supervision committees who appoint to supervise and follow up on the implementation of the school’s annual action plans, 4) Evaluation and inspection on the quality of education within educational institutions. The Educational Quality Assessment and Inspection Committee prepares a report summarizing the results of educational evaluation and quality inspection within educational institutions, 5) Follow up on the results of operations to develop educational institutes to meet the quality standards of education, appointing a committee to follow up on the results of educational institute development for best quality of educational standards and 6) Preparation of a self-assessment report by encouraging teachers to collect empirical evidence that meets the issues of educational standards and target values set by institutions.
