Community and Disaster Management: A case study of Bang Rakam district Phitsanulok province

Abstract
The purposes of this research were to study; 1) the effectiveness of disaster management of communities in Bang Rakam District, Phitsanulok Province, 2) Factors affecting effectiveness of disaster management of communities in Bang Rakam District, Phitsanulok Province. Research population was 522 households, whom affected by floods in Ban Wang Kum community, Ban Thaen Nang Ngam Community and the community of Ban Chum Saeng Songkhram, Bang Rakam District, Phitsanulok Province. Data collection was employed by using a questionnaire with statistical reliability level between .82 to .96. The descriptive statistics with percentage, mean, and standard deviation including Stepwise regression analysis were employed for data analyses. The statistical significant level at .05 was defined in this study. The research results were found that; 1) overall the effectiveness of disaster management of communities was at a high level with the mean score of 3.42. When considered by items, it was found that the prevention facet, and the preparedness for flooding was at a high level with the mean scores of 3.82, the emergency management facet was at a high level with the mean scores of 3.62, and the rehabilitation facet, and the reconstruction was at moderate level with the mean scores of 2.82 respectively. And 2) There were five factors affecting the effectiveness of community’s disaster management under study include: (1) Prior disaster experience, (2) Disaster awareness, (3) Social capital, (4) Continuity of government policy and (5) Community leader, All of these five factors affected the effectiveness of community’s disaster management under study at the statistically significant level of .05, regression coefficients being .295, .247, .220, .109 and -.098, respectively. The five factors could explain effectiveness of community’s disaster management under study at 46.70 percent.
