Educational Learning Model of Integrated Career for Citizen to Enhance Tourism of Dok Kham Tai District, Phayao Province

            The development of Educational Learning Model of Integrated Career for Citizen to Enhance Tourism of Dok Kham Tai District, Phayao Province aimed to 1) to assess the tourism situation and learning needs of local personnel in tourism management, 2) to develop a career integrated learning management model for local personnel development for the promotion of tourism in Dok kham Tai district, 3)  to disseminate an integrated learning management model for the development of local personnel to promote tourism in Dok Kham Tai district, Phayao to the community.The target group included  16 people from Ban Tham Municipality,  13 entrepreneurs, 6 community  leaders,  50 general people, and 7 experts in tourism and knowledge  management. The employed instruments were (1) record form, (2) interview, (3) record form of opinion, (4) assessment form for the suitability of the model, and (5) conformity assessment form. The statistics used were frequency, percentage, average, and standard deviation.  Findings were as follows:

• Ban Tham Municipality's tourism development plan does not cover all plans as specified by the province, with administrative restrictions on budget, personnel lacking knowledge of tourism, and lack of cooperation from both public and private network parties. Nonetheless, the development of local personnel in promoting tourism is possible in two areas: natural tourism and cultural tourism.


• Model of learning management consist of 9 stages : (1) setting up a board committee, (2) establishing patterns and tourist attractions,(3) developing knowledge of tourism and occupations,(4) tourist behavior,(5) facilities and services (6) participation of network parties (7) goods/souvenirs  (8) public relations , and (9) review  of performance. The model is the most suitable and the possibility is very high, and
