Effectiveness of Digital Public Administration Policy Implementation in Local Government Organization: A Case Study of Chomphu Subdistrict Municipality, Saraphi District, Chiang Mai Province

Abstract

          The purposes of this research were to study the effectiveness of digital public administration policy implementation in Chomphu Subdistrict Municipality, Saraphi District, Chiang Mai Province, and to propose guidelines for increasing the effectiveness of digital public administration policies in Chomphu Subdistrict Municipality, Saraphi District, Chiang Mai Province. Qualitative research was conducted by data collecting from document study, in-depth interview, and observation. Key informants consisted of 2 policy makers of Chomphu Subdistrict Municipality, 2 were responsible in policy implementation, and 6 people who get digital service from Chomphu subdistrict Municipality. Content analysis and descriptive presentation were proceed.

          The research was found that digital public administration policy implementation in Chomphu Subdistrict Municipality had effectiveness or achievement according to 5 respects as follows: 1) structure of Chomphu Sub-district Municipality, formulating digital technology committee of Chomphu Subdistrict Municipality to work together in a systematic manner.
2) knowledge and skills of staff, there were training, seminar, practice and study trips which increase knowledge and skills in digital technology. 3) budget, there was a budget allocation to support the procurement of tools and equipment and strengthen the database system that has been certified for supervision in administration. 4) location and equipment, digital network systems had been settled for joint communication and operation. 5) channels for digital service, there were digital service creating such as website, Facebook, etc.

          As for ways to increase the effectiveness of digital public administration policy implementation in Chomphu Subdistrict Municipality, there should be concrete channels for digital technology service. There should be had a plan for digital technology personal development and motivation such as procurement of necessary tools and equipment for operation. The search for important information in a digital database that increase the integration of cooperation between agencies or local administrative organizations as well as digital technology promoting to be ready for the 21^st century digital organization.
