Local Administrative Innovation of Local Government Organizations in Chiang Mai Province

Abstract

              This research aims to study characters of administrative innovation projects of local government organizations in Chiang Mai Province by using qualitative research methodology. Researcher selected to study local government organizations in Chiang Mai Province which had received 2018 King Prajadhipok Golden Award, including 1) Khuangpao Subdistrict Administration Organization, 2) Donkaeo Subdistrict Administration Organization, 3) Yang Noeng Subdistrict Administration Organization, and 4) Mae Hia Subdistrict Administration Organization. Research data was from in-depth interview of local officers who were stakeholders of local administrative innovation projects as well as data from relevant documents.

            The research result found that there were 11 local administrative innovation projects which could be synthetized as roles of local government organizations toward initiation of innovation, divided into 3 roles as follow:  1) Coordinator Role, 2) Activator, Supporter or Motivator Role, and 3) Key Operator Role. Moreover, it was found that such local administrative innovations consisted of following characters: 1) Policy and Strategic Innovation, 2) Product and Service Innovation, 3) Service Delivery Innovation, 4) Process and Organization Administration Innovation, and 5) Process Interaction Innovation.

          Suggestion is that local administrative innovation which is the pro-active form of local administration has been continuously and seriously initiated, operated, and further proceeded for only few among local government organizations. Similarly, each local government organization should try to develop the capability to initiate this innovation in total. So it will generate multiplex benefits to local people and the country.
