แนวทางการมีส่วนร่วมของชุมชนเพื่อพัฒนาการท่องเที่ยว เชิงศาสนาวัดพระธาตุพนมวรมหาวิหาร จังหวัดนครพนม

บทคัดย่อ
การวิจัยเชิงคุณภาพนี้ เพื่อ 1. ศึกษาการมีส่วนร่วมของชุมชนโดยรอบวัดพระธาตุพนมฯ และ 2. เสนอแนวทางการมีส่วนร่วมของชุมชนโดยรอบ วัดพระธาตุพนมฯ จังหวัดนครพนม เพื่อพัฒนาการท่องเที่ยวเชิงศาสนา ทั้งนี้ใช้วิธีการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ ( เจ้าหน้าที่ภาครัฐ 4 คน ประชาชนทั่วไป 9 คน ร้านค้า 7 ร้าน) และใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า ชุมชนท้องถิ่นมีส่วนร่วมน้อยในการตัดสินใจและการประเมินผล อีกทั้งยังดำเนินการผ่านตัวแทนของชาวบ้าน จึงขาดความเข้าใจในแผนการพัฒนาท้องถิ่น ชาวบ้านมีส่วนร่วมในการรับผลประโยชน์ โดยการจ้างงานจากวัดบางส่วน และร่วมกิจกรรมกับทางวัดในวันสำคัญทางศาสนา ปัญหาและอุปสรรคการมีส่วนร่วม คือ การตัดสินใจไม่ได้เกิดจากชุมชนเป็นผู้เสนอ อีกทั้งยังขาดการประชาสัมพันธ์ และขาดความต่อเนื่องของการดำเนินโครงการ ส่วนการรับผลประโยชน์นั้น ขาดการรวมกลุ่มหรือจัดตั้งชมรม นอกจากนี้ชุมชนไม่ได้มีส่วนร่วมในประเมินผล ชุมชนจึงไม่ทราบถึงผลของการเข้าร่วมพัฒนาชุมชนเพื่อพัฒนาการท่องเที่ยวเชิงศาสนาของวัด แต่ชุมชนมีความสนใจอย่างมากที่จะเข้าไปมีส่วนร่วมเพื่อการพัฒนาการท่องเที่ยวเชิงศาสนา เพื่อความเจริญของท้องถิ่นของตนโดยเชื่อว่าแนวทางการมีส่วนร่วมที่ผู้วิจัยได้นำเสนอนั้น จะช่วยให้การพัฒนาชุมชนดังกล่าวปรากฎเป็นความจริงขึ้นมาได้อย่างแน่นอน
