Legal Measures Appropriate for Social Protection of the Elderly in Accordance with the Act on the Elderly B.E. 2546 (2003)

Abstract
This research article aims to study the meaning, history, concepts and theories, and related laws regarding the social protection of the elderly and analyzes and compares measures related to the social protection of the elderly in accordance with the Act on the Elderly, B.E. 2546 in Thailand. The qualitative research approach was employed. Data were collected using the techniques of documentary research, in-depth interview, and focus group discussions. Data were analyzed using the techniques of content analysis.
Findings are as follows: The social problems of the elderly and the problems of law enforcement in the social protection of the elderly in accordance with the Act on the Elderly, B.E. 2546 are the following; accidents and health problems; economic problems; abandonment; violation; accommodation; not knowing the rights deserved; the elderly’s rights related to court cases, assistance in property management; the Act on the Elderly, B.E. 2546 being incomprehensive and unclear; problems with agencies responsible for the elderly; and the lack of participation from the private sector and communities. Therefore, legal measures appropriate for the social protection of the elderly are an amendment of the law to be comprehensive and clear; an improvement in the management of the agencies responsible for the elderly; the development of accommodations for the elderly; and the development and promotion of participation of communities and society.
