Competency Development for Human Resource for Migrant Workers of Frozen Seafood Industry in Samut Sakhon Province

Abstract

This research article aims to assess the level, identify problems and obstacles, analyze
components, and propose guidelines for developing the competencies of migrant
labor resources in the frozen seafood industry in Samut Sakhon Province. This research was
a mixed-methods study using survey and qualitative research methods. Data were collected
using a questionnaire with a sample of 400 Myanmar migrant workers and in-depth interviews
with key informants, including government personnel, private sector, civil society/non-profit
organizations, and 26 frozen seafood business experts. Data were analyzed using descriptive
statistics and content analysis. Findings are as follows: (1) the competency level in 4 dimensions is a high level as follows: knowledge, traits, self-concept and motive. Skills are at a medium level. (2) Problems and obstacles in developing the competency of migrant workers including migrant worker management, migrant worker competency development, law and fair law enforcement, and human rights and participation of all sectors. (3) The components of migrant worker competency development consist of 7 components as follows: (1) administration and management (2) migrant worker proving (3) information management (4) improving the law and enforcement (5) policy formulation (6) participation of public private and society and (7) development of quality of life and human rights. (4) The guidelines for developing the competency of migrant workers should integrate all sectors in the management of all.
