LEGAL PROBLEMS ON ENFORCEMENT OF THE BEGGING ACT B.E. 2016

Abstract
The purpose of this research is to study concepts, principles and theories related to begging law. As well as laws related to the enforcement of beggars law both in and outside the country. Including study of legal issues related to the control of begging, promotion of quality of life of beggars by local government organizations. And measures to prevent and suppress the exploitation of beggars They also study and recommend corrective measures to enforce the law, control begging, and promote the improvement of the quality of life of beggars as well as the prevention and suppression of human trafficking under the begging Act B.E. 2016.
The research found that. The legal problem on enforcement the begging Act B.E. 2016 can not really prevent and correct begging. The researcher first encountered the problem as a legal issue with regard to any act that would be considered a beggar. The second problem is the legal problem of the prevention and suppression of the exploitation of beggars, the wrongful use of the law by the authorities in their calling. Get property or bribe from beggars. Make non-beggars unaffected by wrongdoing. And the third problem is the legal problem with the use of the authority of the administration. Because local governments can not play a role in regulating beggars and the law does not provide the local authority with the power to promote the quality of life of beggars.
Therefore, Thailand should adopt the concepts, theories and theories in England, Malaysia, India to deploy in Thailand appropriately. Thailand should be amended accordingly. By definition, the meaning of the word “beggar” has a clearer meaning. And further define legal measures to prevent and suppress the exploitation of beggars and the authority to control beggars and promote the improvement of the quality of life of beggars by local government organizations. To be feasible and appropriate in Thailand. And the country has been sustainable development successor.
