Abstract

This academic article aims to analyze the mechanism for developing joint investment between the public and private sectors in government concessions by applying the concept of public sector administration, public policy implementation, mechanisms for public policy implementation to achieve results, principles of Public Private Partnership (PPP) are used as a framework for analysis.


Findings are as follows: Currently, in the implementation of various public utility projects of the state, the private sector is increasingly involved in joint investment. Therefore, the government sector must set plans and direct joint investments to increase the efficiency of government assets to achieve concrete goals with maximum efficiency and benefit. The mechanism for developing the management of joint investment between the public and private sectors in government concessions will be successful. It depends on many factors that are the mechanisms leading to development. which includes Political and administrative aspects play a part in setting clear policies. In terms of investment plans in infrastructure and continuity in terms of public administration, there must be consideration and selection of co-investors with expertise and management in a transparent manner. The legal aspect of enacting laws governing public service concession contracts must be clear and create confidence for private investors. Financial aspect Determine the scope of investment projects in preparing an appropriate investment project budget. These various elements are the parts that cause success. If the public and private sectors can coordinate their interests and cooperate, they can push forward and carry out various investment projects.
