บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาสภาพและปัญหาในการดำเนินงานการประกันคุณภาพภายในของสถานศึกษาเอกชนระดับประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา นนทบุรี เขต 1 (2) ออกแบบและพัฒนาแบบจำลองระบบการประกันคุณภาพภายในของสถานศึกษาเอกชนระดับประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา นนทบุรี เขต 1 และ (3) รับรองแบบจำลองระบบการประกันคุณภาพภายในที่พัฒนาขึ้น การวิจัยครั้งนี้ได้ดำเนินการ 6 ขั้นตอน คือ ขั้นตอนที่ 1 ศึกษาสภาพและปัญหาในการดำเนินงาน โดยสอบถามความคิดเห็นบุคลากรในโรงเรียน จำนวน 16 โรงเรียน ขั้นตอนที่ 2 ศึกษาทฤษฎีและงานวิจัยที่เกี่ยวข้องกับการประกันคุณภาพการศึกษา ขั้นตอนที่ 3 ศึกษาแนวทางในการพัฒนาร่างแบบจำลอง โดยการอภิปรายกลุ่ม ผู้ทรงคุณวุฒิ จำนวน 10 คน ขั้นตอนที่ 4 ยกร่างแบบจำลอง โดยการประชุมเชิงปฏิบัติการ ผู้รับผิดชอบงานประกันคุณภาพการศึกษาในโรงเรียน 16 แห่ง ขั้นตอนที่ 5 ประเมินความเหมาะสมของแบบจำลอง โดยผู้ทรงคุณวุฒิ จำนวน 5 คน ขั้นตอนที่ 6 การรับรองแบบจำลอง โดยการอภิปรายกลุ่มของผู้ทรงคุณวุฒิ จำนวน 7 คน
ผลการวิจัย พบว่า (1) สภาพการดำเนินงานระบบการประกันคุณภาพภายในโดยภาพรวมมีการปฏิบัติอยู่ในระดับมากที่สุด และสถานศึกษามีปัญหาเกี่ยวกับการดำเนินการประกันคุณภาพภายใน ในภาพรวมอยู่ในระดับปานกลาง (2) แบบจำลองระบบการประกันคุณภาพภายในของสถานศึกษาเอกชนประกอบด้วยขั้นตอนของการเตรียมความพร้อมก่อนการประกันคุณภาพที่ได้นำแนวคิดเรื่อง SBM, RBM, TQM, การนำ World Café ไปสู่การปฏิบัติ และขั้นตอนของการดำเนินงานระบบการประกันคุณภาพในของสถานศึกษา 8 ขั้นตอน และ (3) ผลการรับรองแบบจำลอง ผู้ทรงคุณวุฒิให้การรับรองว่าแบบจำลองที่มีความถูกต้อง มีความเหมาะสม มีความเป็นประโยชน์ และมีความเป็นไปได้ในการนำมาปฏิบัติ ในระดับดีมาก
