พลังขับเคลื่อนนโยบายการส่งเสริมการเกษตรไปสู่ภาคปฏิบัติ: กรณีศึกษากลุ่มเกษตรกรผู้ที่เข้าร่วมและไม่เข้าร่วมโครงการพัฒนาและส่งเสริมการผลิตข้าวอินทรีย์ครบวงจรในภาคกลางของประเทศไทย

บทคัดย่อ
บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาระดับและปัจจัยพลังขับเคลื่อนของการนำนโยบายการส่งเสริมการเกษตรไปสู่ภาคปฏิบัติ ศึกษาความสัมพันธ์เชิงโครงสร้างของปัจจัยพลังขับเคลื่อนที่มีผลต่อการนำนโยบายไปสู่ภาคปฏิบัติ และศึกษาปัญหา อุปสรรคในการนำนโยบายการส่งเสริมการเกษตรมาปฏิบัติ เครื่องมือในการรวบรวมขอ้ มลู ได้แก่ แบบสอบถาม และรวบรวมขอ้ มูลจากตัวอย่าง จำนวน 260 คน วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา ได้แก่ การแจกแจงความถี่และค่าร้อยละ ค่าเฉลี่ยและค่าส่วนเบี่ยงเบนมาตรฐาน และสถิติเชิงอนุมาน
ผลการวิจัย พบว่า ระดับการนำนโยบายการส่งเสริมการเกษตรโครงการพัฒนาและส่งเสริมการผลิตข้าวอินทรีย์ครบวงจรไปสู่ภาคปฏิบัติในภาพรวมอยู่ในระดับมาก ส่วนระดับเกี่ยวกับปัจจัยที่เป็นพลังขับเคลื่อนนโยบายการส่งเสริมการเกษตรไปสู่ภาคปฏิบัติของเกษตรกรในภาพรวมอยู่ในระดับมาก ด้านความสัมพันธ์เชิงโครงสร้างของปัจจัยพลังขับเคลื่อนที่มีผลต่อการนำนโยบายไปสู่ภาคปฏิบัติ พบว่า ตัวแปรด้านสังคมวิทยา ส่งผลทางตรงต่อตัวแปรด้านการตลาดทางบวก ตัวแปรด้านสังคมวิทยาส่งผลทางตรงต่อตัวแปรการนำนโยบายไปปฏิบัติทางบวก และตัวแปรด้านรัฐประศาสนศาสตร์ส่งผลทางตรงต่อตัวแปรด้านการตลาด และตัวแปรด้านการนำนโยบายไปปฏิบัติในทางบวกอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.5 ตามลำดับ
